POVERTY REDUCTION BRIEFING 2013-XIII

    1. General Office of the State Council of China forwarded the Proposal on the Implementation of Educational Poverty Relief Project drafted by seven ministries including Ministry of Education on September 11th.According to the proposal, the popularization and quality of elementary education shall be further improved; vocational education shall be promoted to improve its role in poverty relief; higher education shall be enhanced to better serve regional economic and social development; and continuing education shall be developed to improve people's ability to obtain jobs or to start up new businesses. It also comes up with relevant measures for fund security, graduates employment, one-on-one assistance, and talent introduction. The proposal highlights the importance of establishing an evaluation mechanism for the implementation of educational poverty relief project and setting up the administrative accountability system to supervising key programs. In addition, an information system shall be set up to keep track of and monitor educational poverty relief efforts, and a comprehensive assessment mechanism should be established with third party evaluation. The proposal delineates the area covered by the project to be the contiguous poverty-stricken areas specified in the Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020).

    2.  China and Laos share experiences on poverty relief. 
     
    A seminar aimed at promoting exchange on poverty relief and development policies between China and Laos opens in Nanning, the capital of the Guangxi Zhuang Autonomous Region of China. During the five-day seminar, representatives from Laos will visit several pilot industry-based projects on poverty reduction and some villages that are developing modern agriculture. The seminar offers an opportunity for China and Laos to share experience in poverty relief and will be followed by more opportunities for further exchanges.

    3. The Ministry of Water Resources issued Implementation Plan of Poverty Alleviation through Key Water Conservancy Projects in Linxia Hui Autonomous Prefecture of Gansu Province (2013-2015).  Adhering to the principles of prioritizing livelihoods of people with coordinated plans, tailored solutions and clear focuses, the plan specified goals to be achieved by 2015: to provide safe drinking water for the remaining 470,000 rural residents as well as 142,600 rural school teachers and students covered by the plan; to harness 266.61 km of the river course; to improve 86,53 km² of irrigation area; to put 203 km² of areas with water and soil erosion under control; to terrace 58,33 km² of mountainous land; and to increase and upgrade installed hydro power capacity by 24,000 kW.

    4.  Development-oriented financial aid for poverty alleviation becomes a major drive for industrialized poverty alleviation in Guangxi.In 2012, the Guangxi Poverty Alleviation Office and the Guangxi Rural Credit Cooperative signed an agreement of strategic cooperation framework on financial aid against poverty, which aims to provide greater financial supports to flagship enterprises on poverty alleviation in addition to micro-credit and government loans with fiscal interest discounts for rural poor households to develop their own business. Currently in Guangxi, the number of flagship enterprises on poverty alleviation with annual sales revenues of over a hundred million Yuan has reached 60, increased by 10 compared to that in 2011. These enterprises have directly or indirectly brought over 500,000 households out of poverty, an increase of over 130,000 compared to that in 2011.

    5.  “Rain and Dew” Program of Hainan Province provides free training for many farmers to gain knowledge and skills. The implementation of the program has been proved to be successful as the employment rate increases steadily in recent years. It’s worth noting that the transfer employment rate of vocational classes supported by the program, has remained above 95%. Each student trained in any of the vocational classes is subsidized 16,000 yuan by the government for various expenses including tuition, accommodation and meals. Schools will provide job opportunities for all the students from poverty-stricken families as long as they work hard to learn and master a skill.

    6. Shaanxi Province provides one billion yuan discount loans to support enterprise to carry out poverty alleviation projects.Shaanxi Province will implement one billion yuan discount loans in 2013 to support industrialized agricultural enterprises and demo cooperatives in poverty-stricken areas to process agro-products including grain, oil-bearing products, fruits, vegetables, poultry and livestock. Projects such as constructing storage and preservation facilities and logistics infrastructure from the source place to wholesale markets could also have discount loans. The ceiling for each project loan is 50 million yuan and 5% of the loan could be discounted as interest subsidy.

    7.  A new mode of “Financial Aid for Poverty Alleviation” has been explored for Wuling Mountain Area. A seminar on review and implementation of the “Systematic Financing Plan for Wuling Mountain Area of Hunan Province” was held recently in Changsha. State Ethnic Affairs Commission and China Development Bank have been cooperating since 2011 in exploring a new mode of financial assistance for the development of the area, with 68 billion yuan of accumulative loans putting in place. The value of projects under review and development is nearly 700 million yuan. The new mode will strengthen the support to major infrastructure construction, urban system construction, small and medium-sized enterprises and other key fields of the area.

    8.  The World Bank provided 19 million US dollars for Yemen as aid fund. The fund provided by the World Bank to Yemen will be used to introduce an advanced climate information system and to carry out pilot projects in response to climate change. They will help provide accurate weather forecasts and hydrological information in a timely manner for the vulnerable population living in poverty or severely affected by natural disasters, and improve the capacity of the government to respond to complex climate changes, which will greatly benefit the sustainable economic and social development of Yemen.
