POVERTY REDUCTION BRIEFING 2013-XIV

    1 、 China Foundation for Poverty Alleviation (CFPA) established a special fund to assist disadvantaged children. On September 13 th , 2013, CFPA signed a cooperation agreement with CapitaLand Hope Foundation (China) on a special fund to assist disadvantaged children aged from 0 to 16 years old in China. With an initial fund of about 3.51 million Yuan, the special fund will sponsor the following public welfare programs in the first year: subvention for partner assistance plan in Hope Primary Schools, subvention for caring activities in the community,rehabilitation programmes for disabled children, Yucai-Endowment for the Arts programme, and “My First Bag” activity, and etc.

    2 、 Differentiated subsidy policy implemented by Chongqing Municipality promoted ecological poverty alleviation by relocating residents in high mountainous areas. Since 2013,with the aims of “relocating the poor” and “assisting the poor”, Chongqing Municipality has been working on ecological poverty alleviation by relocating residents in high mountainous areas with a differentiated subsidy policy. In some districts and counties, besides a city level subsidy of 8000 Yuan per person, households living on minimum subsistence allowances and those living below the poverty line can receive an extra subsidy of 1000 to 2000 Yuan; land and resources management departments remit land use fees for building houses for those relocated households.Poverty alleviation departments offer a 5% micro-credit discount to those relocated poverty–stricken households that intend to build houses or start a business. By the end of August, 52,000 people have been relocated for ecological poverty alleviation.

    3 、 Gansu province launched the Program of Action on the Implementation of “1236” Poverty Alleviation Plan. Gansu Provincial Party Committee and Gansu Government launched the Program on the Implementation of “1236” Poverty Alleviation Plan, proposing 58 districts and counties to be the main focal points for the implementation of the “1236” plan. Major targets are as follows: to make sure the growth rate of the annual net income of those targeted by poverty alleviation plan is 2 percentage higher than the provincial average, and the per capita net income of farmers in poverty-stricken areas reaches over 7000 Yuan by 2016, and over 12,000 Yuan by 2020; to guarantee food and clothes for the targeted people; to guarantee compulsory education, basic medical care and housing security; to make breakthroughs in
    infrastructure construction, industry cultivation, poverty alleviation relocation, financial support, as well as public service assurance and quality enhancement.

    4 、 Guizhou Province implemented a “Three-step” strategy for poverty alleviation.During September 16 th and 17 th , 2013, Guizhou provincial party committee and government held a symposium in Weining autonomous county, Guizhou, on accelerating poverty alleviation and development all over the province. Several targets are put forward during the
    symposium: the poverty-stricken population in rural areas of Guizhou province will be reduced to less than 5 million by 2016; 50 key poverty-stricken counties targeted by national poverty alleviation and development programs will have their population in poverty reduced and themselves cast off poverty and become better off by 2018; a national poverty alleviation and development demonstration plot will be established by 2020. Besides, six concrete measures including assessment mechanism reform are also raised on the symposium.

    5 、 Nearly 20% of rural residents targeted by poverty alleviation programs in China "cast off poverty" last year. By the end of 2012, the number of population in rural areas of China targeted by poverty alleviation programs was reduced by more than 23 million compared with that in 2011, accounting for a decrease of 19%; and the year-on-year poverty incidence decreased by 2.5 percentage. In 2012, state agencies directly invested and helped collect an assistance fund of over 11 billion Yuan, which is a 16% year-on-year increase; and for the first time, 592 key counties of the national poverty alleviation plan all over China were all covered by the targeted poverty alleviation program. In addition, in 2012, eastern provinces and municipalities offered a government assistance fund of 0.87 billion Yuan to western poverty-stricken areas, accounting for a year-on-year increase of nearly 4%. Besides, China initiated the social poverty alleviation innovation action on 2012, encouraging poverty-stricken areas and people to take part in the decision-making and fund management in poverty alleviation programs. Meanwhile, more attention will be paid to the combination of government and market,so as to promote innovations in social poverty alleviation system and mechanism.

    6 、 Fujian province assists families with only one child in overcoming poverty and become well-off. Since the beginning of 2013, the family planning association of Fengze District,Quanzhou city has been devoted to assisting families with only one child in overcoming poverty and become well-off. The association calls for fifteen franchise businesses and three cooperatives to provide job opportunities for eligible families, opening more channels for them to increase incomes. Secondly, it promotes micro-credit discount for families with only one child in order to encourage more families to follow the family planning policy, guiding families with one child or with only two daughters in applying for micro credit with discounts to start businesses. Thirdly, it encourages eight enterprises in the district to establish childbirth fund accounts. Up to now, nine households have been assisted in casting off poverty and getting better off, and ten households have received micro credit with discounts, amounting to 42,000 Yuan in total.

    7 、 Members attending the workshop on Poverty alleviation plan formulation and implementation from the Republic of Togo, Africa, came to Guazhou County for field visit.On August 24 th , 19 officials of the poverty alleviation plan formulation and implementation workshop from the Republic of Togo, Africa, made filed visits on poverty alleviation and
    development in Guazhou County. The delegation went to Minxian and Xinbao villages of the Guangzhi Tibetan Township, and the agricultural demonstration zone of West Lake Township,where they had a field inspection on the basic conditions, industrial development, village advancement, ecological management, public health and compulsory education. The delegation spoke highly of achievements of poverty alleviation and development in Guazhou County. The
    field trip contributes to international exchanges in poverty alleviation, deepens the friendship among people in poverty-stricken areas of both Africa and China, and plays a significant role in promoting the mutual exchanges between poverty alleviation policies and practices of Guazhou County and even the whole Guizhou province as well as that in African countries.

    8 、 Kellogg’s donated 2 million breakfasts to poverty-stricken students. World-renowned cereal breakfast and snacks producer Kellogg’s has initiated a nationwide donation activity in Britain called “Give a Child a Breakfast”, planning to donate 2 million breakfasts to poverty-stricken students this semester. For the past decade, Kellogg’s has been devoted to providing supports for breakfast clubs, which contributed to the establishment of more than 1000 such clubs. According to Kellogg’s, it will offer more help and supports to breakfast clubs.
