POVERTY REDUCTION BRIEFING 2013-XV

    1. The Global Poverty Reduction and Development Forum was held in Beijing on Oct. 17, the 21st International Day for the Eradication of Poverty. Vice Premier Wang Yang attended the Opening Ceremony and delivered a speech on behalf of the Chinese government. Premier Wang pointed out that ever since the global goal of poverty eradication was set at the United Nations Millennium Summit, China has always put poverty alleviation high on the agenda. Thanks to strong policy support and wide public participation, great strides have been made in this area. A number of millennium development goals, including reducing the poverty-stricken population by half, have been achieved ahead of schedule, making a great contribution to global efforts. China will continue to innovate in its poverty reduction mechanism and strengthen relevant measures so as to accelerate the pace. Premier Wang emphasized the importance of urbanization in achieving balanced urban-rural development, reducing rural poverty, and realizing social equity. China will stick to the new road towards urbanization, facilitate rural population transfer in an orderly manner, and promote steady and sound development of economy and society. In the new-type urbanization, more attention will be paid to human urbanization, resource conservation and environmental protection, urban-rural integration, and coordinated development of regions. China will speed up infrastructure development and urbanization in poverty-stricken areas, so as to enable a greater number of poverty-stricken people to enjoy the dividends of industrialization and urbanization.

    2. China Children and Teenagers’ Foundation (CCTF) Launches A Charity Activity in Ten Provinces on China Children’s Charity Day June 21 and will last over four months until the end of October. Meanwhile, CCTF organizes philanthropic enterprises and volunteers to go to poverty-stricken areas in 10 provinces including Gansu, Sichuan, Guizhou, Inner Mongolia and Qinghai, evaluating the progress of over 30 programs already implemented and making a donation worth RMB 50 million.

    3. Industrial Poverty Reduction and Post-disaster Reconstruction Projects Go Hand in Hand in Gansu. The year 2013 has witnessed a series of disasters including earthquake, flood and debris flow hitting cities and autonomous prefectures in Gansu. Under such circumstances, Gansu Poverty Alleviation Office has decided to combine its post-disaster reconstruction efforts with industrial poverty reduction in the spirit of “1236”[ 1236: one core mission (continuous income increase), two adequacies (food and clothing), three guarantees (compulsory education, basic medical care, and housing), and six breakthroughs (infrastructure construction, industry education, relocation of poverty-stricken population, financial support, public service and capability improvement).]. An approach with the construction of supporting infrastructure going first and industrial financial projects closely following up has been adopted to push forward the reconstruction.

    4. Educational Anti-poverty Project in Shijiazhuang Successfully Put into Use in 56 Schools. In remote mountainous areas of Shijiazhuang, an educational anti-poverty project has established 56 schools and provided 35,671 students with the access to education, basically realizing the general goal of allowing primary school students in these areas to study in nearby schools, middle school students in counties, and senior high school students across the city based on their applications. The city’s pioneering model for balanced compulsory education development in rural areas featuring the integration of school districts, as well as its experience in “pairing up rural and urban schools for mutual assistance and win-win outcomes” have been well recognized by relevant authorities including the Ministry of Education, which has compiled their experience into the “Classic Cases – Balanced Development of Compulsory Education” as the first article in the chapter on municipal cases of the MOE report.

    5、66 Poor Children with Congenital Heart Diseases Received free Operation in Puyang, Henan Province. In 2013, the Red Cross of Puyang, jointly with the chest hospital of Henan Province, collected information of 100 children in poverty with congenital heart diseases after a lot of promotions and visits. On September 25th, after a preoperative examination carried out by an expert group of the hospital, 66 qualified children out of the 100 were hospitalized for free cardiac operation, exempting over two million yuan of medical expenses for families in poverty.

    6、Ethiopia Reduces Poverty through Agricultural Cooperatives. Ever since the promotion of Agricultural Cooperatives of Ethiopia (ACE) was started under the support of United States Agency for International Development (USAID), it has benefited more than 50,000 people. This program provided cooperatives training at various levels for farm owners, directors of cooperatives, as well as administrative staff in the governments and federations. Besides, labor unions have been established in different cooperatives to help them enter the international market. 84% of the farmers involved expressed their gratitude to the project that enables their children to their studies, and 67% acknowledged that their housing conditions have been improved.

    7、Nigeria: Lift Above Poverty Organization (LAPO) Allocated $ 1 Million for Poverty Relief. LAPO in Nigeria is a microcredit institution dedicated to raising the socio-economic status of the low income group, especially women. Supported by the African Management and Services Company (AMSCO), the institution keeps expanding its target groups and has lent a total of 1.5 million NGN (1 million US dollars) to over 50 microenterprises, winning 1 million clients.

    8、IMF Directs More Support to Low Income Countries. With the economies of low income countries becoming increasingly vulnerable to the global economic crisis, IMF has been directing more support to those countries since 2009. In order to meet their demands for short and urgent support in a more direct way, IMF has reformed its loan facilities. Specifically, it offered a concessional loan commitment of nearly $ 10 billion between 2009 and 2012, and will apply the zero rate treatment to all concessional loans by the end of 2014.

    9、Xinjiang Province has Invested 5.12 Billion Yuan in Poverty Relief in three years. According to the statistics of the Poverty Relief Office of Xinjiang Autonomous Region, ever since the conclusion of CPC central committee’s working meeting on Xinjiang, the Central Committee and the government of Xinjiang Autonomous Region have invested a special fund of 5.12 billion yuan for poverty relief. The amount enabled the implementation of 12,362 special fund projects for poverty relief as well as 1,286 poverty relief and development plans to lift entire villages from poverty. It also provided poverty relief training for 557,000 people. As a result, 857,800 people have been lifted out of poverty and the per capita net income of farmers and herdsmen of 35 major counties in poverty has increased by 1,915 yuan, a great step towards poverty elimination in the region. Currently, a general poverty relief pattern featuring special poverty relief projects, industrial poverty relief, social poverty relief and poverty relief through providing aids to Xinjiang has been fully established.
