POVERTY REDUCTION BRIEFING 2013-XVI

    1. President Xi Jinping pointed out that empty talk and unpractical goals should be avoided in poverty alleviation. According to the report of “Xinhua Viewpoint”, President Xi Jinping indicated that poverty alleviation should be realized
    in a practical and realistic way with different measures carried out according to local conditions. To be practical, the government should resolutely avoid empty talk and unpractical goals. In order to fight poverty, three measures should be well taken:firstly, developing economy with down-to-earth approaches; secondly, providing basic public services for poverty population; thirdly, ensuring children’s access to education in poverty-stricken areas. Party committees and governments at all levels should try every means to solve all problems in stages and explore replicable experience.

    2. Report of Statistical Bureau showed that remarkable achievements had been made in poverty alleviation. Different standards for rural poverty lines have been adopted in China from 1978 to 2012. Based on the poverty line in 1978, absolute poverty population in rural areas across China was about 250 million, which accounted for approximately a quarter of China’s total population. In 2007, the figure was reduced to 14.79 million, with 8.11 million people lifted out of poverty per year on average. Based on the poverty line in 2008, the number of rural poverty population dropped to 26.88 million in 2010 from 43.20 million in 2007, with 5.44 million people shaking off poverty annually on average. Based on the new poverty line established in 2010, poverty population in rural areas in 2012 fell to 98.99 million from 165.67 million in 2010, accounting for less than 10% of China’s total population. From 2010 to 2012, 33.34 million people were lifted out of poverty every year on average.

    3. Disaster reduction and poverty alleviation through science and technology was formally launched in Zhenxiong, Yunnan Province by the Ministry of Land and Resources. From October 18 to 25, Staff from China Geological Environmental Monitoring Institute conducted field surveys on geological disasters in Zhenxiong County and organized panel discussions on geological disaster prevention and reduction with relevant government officials of Zhenxiong County, Zhaotong City, and Yunnan Province. This marked the official launch of disaster reduction and poverty alleviation through science and technology in Zhenxiong, Yunnan Province by the Ministry of Land and Resources.

    4. The 4 th Strategic Forum on Sustainable Development of China’s Poverty-Stricken Regions was held in Suqian, Jiangsu Province. In the afternoon of November 4, the 4 th Strategic Forum on Sustainable Development of China’s
    Poverty-Stricken Regions, which lasted for two days, was concluded in Suqian City,Jiangsu Province. The Forum, as a form of poverty alleviation from intellectual perspectives, aimed to train cadres from poverty-stricken regions in order to improve their managerial skills. To date, about 500 leaders have received the training in 6 sessions. During the Forum, over 300 experts, scholars, government officials and entrepreneurs from central ministries and commissions and various regions across China discussed new poverty alleviation and reduction measures for underdeveloped areas under new circumstances, trying to find a path of leapfrog development for less developed regions.

    5. Sanitation Poverty Alleviation Program in Gansu: clinics will cover Gansu’s 58 districts, regions, counties and administrative villages by 2020. According to the Implementation Program of Sanitation Poverty Alleviation of Gansu Province issued by the Health Bureau of Gansu Province, by the year 2016, there will be at least one general medical practitioner in each clinic in Gansu’s 58 districts, regions, counties,towns and villages; and clinics will have been in place in all villages that have no clinics by now. Meanwhile, the coverage rate of standard clinics in administrative villages will reach 80% in 2016, and will further increase to 100% in 2020. Over 1,700 village doctors will be trained for poverty-stricken regions in three years; 3,000 university students majoring in medicine or medical practitioners will be recruited to
    work in township clinics; and over 1,200 medical workers in provincial, municipal and prefectural medical institutions will be appointed to conduct sanitation poverty alleviation in poverty-stricken areas every year. More efforts will be made to the job-transfer training of general medical practitioners in order to realize the goal of one general practitioner in each township health center.

    6. 45,000 people were relocated under the program of high mountain ecological poverty alleviation in Chongqing during the first three quarters. High mountain ecological poverty alleviation and relocation Program progressed smoothly in
    Chongqing in the first three quarters. A special fund of 544 million yuan has been allocated for poverty relief. Moreover, 49,700 people have signed relocation agreements and 45,000 poor people have been relocated. From 2013, Chongqing will further implement its high mountain poverty alleviation and relocation plan, striving to resettle 500,000 people, including 150,000 poor people in five years. The city aims to improve the production and living environment of impoverished people and eradicate poverty in effect through developing appropriate industries in relocated area.

    7. China Foundation for Poverty Alleviation (CFPA) launched a charity activity called “2013 Beneficence 100” to help children in Dingxi, Gansu Province. On November 2, a charity activity called “2013 Beneficence 100 – Warm Winter for Kids in Dingxi, Gansu Province” was launched by China Foundation for Poverty Alleviation (CFPA) to poor children in Dingxi. During the activity, public welfare experience stations will be set up at 74 chain supermarkets of RT-MART and
    volunteers organized by CFPA will introduce this public welfare program to customers and passers-by to raise money, which will be used to help poor children in cold and disaster-stricken areas in Dingxi live through the winter. In the experience station, people willing to help can donate a parcel with things needed for a cold winter for students with 200 yuan. It is reported that about 100,000 university volunteers have taken part in the charity activity Beneficence 100, raising a total of 18.42 million yuan and casting influence over tens of millions of people over the past three years.

    8.  China’s non-governmental organization will provide financial aid for 600 Zambian teenagers. Zambia’s National Program for Poverty Relief (NPPR) and China Foundation for Peace and Development (CFPD) have signed an agreement to provide various technical training for 600 Zambian teenagers. This program introduced in Lusaka will enable these teenagers to receive training across the country in  various  fields,  including  food  production,  cosmetology,  information communication technology, automatic machine, etc. NPPR will prioritize the improvement of technical skills for teenagers and women in fields such as agriculture,tourism, manufacturing and construction so that they will get sustainable income to improve their living standard.
