1. During the inspection tour in Hunan Province, President Xi Jinping pointed out that “To achieve the strategic goal of poverty alleviation, the anti-poverty measures should be taken, under classified guidance, in a specific and efficient way.” President Xi Jinping also pointed out that poverty alleviation and development should hinge on two aspects, first, holding faith in the government; second, finding the right path. Finding the right path means that the concept of scientific development should be adopted in poverty alleviation and development initiatives of poverty-stricken areas to cultivate the industrial competitiveness and better organize production. It should be realized in a practical and realistic manner and carried out in line with local conditions. Meanwhile, president Xi also noted that children of the next generation cannot lose from the starting line. If we intend to let the next generation shake off poverty from the essence, then it must be ensured that children have equal access to education.

2. Education is the top priority for poverty alleviation: the State Council launched new policies in order to fix the “Short Slab” existing in the education systems of poverty-stricken areas. Premier Li Keqiang chaired a State Council executive meeting on December 5, 2013, which plans for improving the weak school conditions of compulsory education schools in poor areas in an all-round way. Li Keqiang pointed out that to guarantee children of poor families a fair playing field is
not only an effective measure to keep the bottom line of people’s livelihood and promoting educational equity and social justice, but also an efficient path to provide momentum for the development of poor areas, and narrow the urban-rural gaps in domestic long-term development. The executive meeting states that the policy covers both the poverty-stricken rural areas in western regions, especially those closely grouped ones,and key areas for poverty alleviation and development, minority communities, border regions and poverty areas in the eastern region. The competent authorities should place the satisfaction of the basic needs in the first place, under the guidance of practicing frugality in running the school, and restructure the educational expenditure at central and provincial level. Preference policies towards weak
segments of compulsory education in poor areas should be carried out to the greatest extent, with provincial government coordinating the use of fund according to local conditions and implemented step by step and school by school.

3. All-China Federation of Returned Oversees Chinese (AFROC) calls for establishing poverty alleviation funds, which has already raised over a hundred million fund. The 9th Returned Overseas Chinese and Relatives of Overseas Chinese
Conference was held in Beijing from December 2 to 5. During the meeting, the AFROC launched an initiative establishing “AFROC poverty alleviation funds”. Up to 12 am on December 5, more than 124,700,000 yuan has been collected due to the initiative. Based on voluntary principle, the initiative realized the goals of “Each person’s one-time donation should be no less than 365 yuan” and “Each person donating one yuan every day”, according to the requirements of the “Returned
Overseas Chinese Charity Fund 365”. The donation collected by the charity fund will be used for public charity projects in line with donors’ wishes. If one have explicit wish to donate in a particular area, the AFROC foundation will follow donor’s wish.Otherwise, the AFROC foundation will recommend public welfare programs to the donor and get permissions from the donor before using the donation.

4. Impoverished women and children from 5 cities and counties in Hainan will be entitled to health services. “Mother Health Express” is a major public welfare program set up by All-China Women's Federation (ACWF) and China Women
Development Foundation (CWDF) for the sake of further ameliorating the medical and sanitary conditions, tackling poor mother’s health issues and improving the health conditions for women and children that live in the western poverty-hit areas by means of mobile clinics. ACWF also provides women from impoverished areas in Hainan with promulgation, free clinic, medical assistance, consultation and training, aiming at arming them with health awareness, health knowledge and health service. Since the starting date in 2011, so far, Hainan province has put 15 “Mother Health Express” into
use consecutively in 11 poverty-stricken cities and counties. Those express go deep through the community streets and farmland to carry out the health consultation and free clinic, giving out free medicine and spreading basic healthcare knowledge. In addition, it also plays a pivotal role in training primary level medical staffs, which gained favorable social benefits. According to statistics, during this period, “Mother Health Express” program has launched 63 free clinic activities in total, benefited 18,000 people, implemented health check and screened 54,000 potential cancer infectors, trained 2,876 personnel, picked up 683 pregnant women and delivered free medicine worth more than 420,000 yuan.

5. Infants in ten poverty-stricken counties in Hebei Province obtain free “nutrition package”. Ten poverty-stricken counties in Hebei Province, including Fuping and Laiyuan, are brought into 2014 National Nutrition Improvement Program for Children in Poverty-stricken Regions. Next year, these ten counties will receive national subsidy up to 10.95 million yuan and at least 30,000 infants aged 6-24 months will enjoy free “nutrition package”. It is monitored in Hebei Province that
children’s slow growth rate in rural areas has reached 6.29%, with the prevalence rate of anemia up to 35.13%. The popularity of malnutrition and anemia has become a prominent problem that affects children’s health. The “nutrition package” contains protein, vitamin A, vitamin D and other multiple vitamins and minerals. It can effectively relieve growth retardation or anemia resulted from children’s malnutrition.

6. African Development Bank plans to invest 100 million dollars in mineral industry training in Zambia. Permanent representative for African Development Bank in Zambia said recently that the Bank has carried out early stage investigation in mineral industry skill training program in Zambia and the investigation and consultation has approached the end. African Development Bank plans to invest 100 million dollars in vocational training program aimed at miners, which is expected to improve the skills and professional knowledge of miners in Zambia.

7. South Korean Unification Ministry approves three non-governmental organizations to provide aid to North Korea. On Dec. 6 th , South Korean Unification Ministry said that three non-governmental organizations were given permission to send aid to North Korea. The three non-governmental organizations are Stop Hunger, Caritas Korea and Share International. Their aid is given to child care centers, infants in kindergartens and patients in county people’s hospitals, containing fortified bread, infants’ underwear, winter clothes and medicines. Ministry spokesman Kim Eui-do said, permission will also be given to those organizations that applied before if they meet the requirement of approval.

8. United States Agency for International Development (USAID) funds 58 million US dollars for Rwanda to promote its dairy industry and poverty reduction. The fund comes from Rwanda’s dairy industry competition program supported by USAID. By strengthening Rwanda’s platform for national dairy industry, it enables the association of private sectors to meet the demand of rapidly growing sectors, so as to effectively implement the strategy of national dairy sector. Recently, the strategy was incorporated into Rwanda’s agriculture transformation planning and the second economic development and poverty reduction strategy. Since the enforcement of the program, dairy output has increased from 189,827 tons in 2007 and 257,197 tons in 2008, to 442,337 tons in 2011 and 503,130 tons in 2012. The growth is attributed to Girinka Program initiated by the government, which has granted thousands of families
free cows since 2006.

9. Asian Development Bank (ADB) funds 73.64 million US dollars for Nacala Road Corridor Project to further promote local poverty reduction. On Dec. 3rd,the board of directors of ADB approved 73.64 million US dollars for Nacala Road Corridor Project in Malawi, Zambia and Mozambique. The project aims at all Nacala road corridors and involves a population of 2 million. The construction of the project will bring 100 job opportunities.
