POVERTY REDUCTION BRIEFING 2013-XIX

    1. The significant progress in China’s poverty alleviation will reduce world poverty. The continued growth in China’s economy has improved the living standard of millions of people. As a country with the world’s largest population, China has decreased its poverty by nearly three quarters in the past six years, from 26% in 2007 to 7% in 2012. The improvements in education and health systems have also played a role in helping China shake off poverty. China’s economic growth this quarter has rebounded to 7.8%, higher than 7.5% of last quarter. Given these substantive progresses, it is expected that the world’s overall poverty will be reduced by half within 20 years, from 40% to 20%.

    2. Gansu branch of China Development Bank explores new ideas of development-oriented poverty alleviation and development with financial support. Gansu branch of China Development Bank, along with related government agencies, has introduced the concept of participatory poverty alleviation as well as a mutual association system into the model of “Four Platforms, One Association” (organizing platform, financing platform, backing platform, public hearing platform,
    and credit association). The preliminary formation of the “Qingyang Model”, which features “One system, Four Security” (a social security system which consists of medical security, educational security, housing security and pension security) and aims at reducing poverty through industrial development and financial support, is expected to benefit over ten thousands rural poor households in eight counties.Meanwhile, Gansu branch has cooperated with Ruixin Rural Bank in Qingyang and set up entrusting loans for poverty alleviation and development. This year, 200 million yuan of cumulative loans have been issued to support local leading enterprises and agricultural cooperatives in Qingyang to develop people-enriching industries and lifting rural poor households out of poverty.

    3. China has gradually transformed from a recipient to a donor; foreign aid needs to be transformed into a combination of government leadership and non-governmental organizations participation. On the “People Forum on International Social Responsibility” held by China Foundation for Poverty Alleviation (CFPA) on December 16th, 2013, Duan Yingbi, President of CFPA, pointed out that China has gradually transformed from a recipient to a donor and thus a new model of
    “combining government leadership and non-government organizations” is required in foreign aid as well as in performing responsibilities in the international community.As China’s first NGO to have gone global, CFPA has raised RMB 71.99 million yuan altogether in recent years for international rescue and initiative programs, including the Nutritious Food for International Starving Children program and Emergency Rescue program, etc.

    4. Mindray was awarded the “People Helping People” certificate issued by CFPA.Following the idea of “providing high-tech and life-supporting medical equipments for backward countries and regions”, Shenzhen Mindray Bio-Medical Electronic Co,Ltd. has launched the “Caring for Asia and Africa” program in 2010. The program has provided high-quality medical equipments multiple times for backward areas in Asia and Africa, which enables the health diagnosis of poor people and diagnosis of endemic in local hospitals. Besides, as the designated equipments suppler of Chinese foreign aid medical teams, Mindray has provided medical diagnostic equipments for years for Chinese medical workers working in backward areas in Asia, Africa and Latin America, and has participated in many medical foreign aid programs in Asian
    and African areas launched by the Ministry of Commerce.

    5. Poverty alleviation through developing five major industries in Haikou has activated the “hematopoietic” function. To achieve the poverty alleviation target,Haikou has worked out a detailed Haikou Rural Poverty Alleviation and Development Plan. Government agencies, enterprises and public institutions are all encouraged to participate to help peasants improve infrastructure and to guide the development of agricultural industries. To accelerate the process of shaking off poverty and achieving prosperity, villagers in Yangfeng Village, Haikou, have voluntarily invested efforts
    and capitals in establishing a Yangfeng village cooperative specialized in planting and breeding. With the assistance from relevant departments, the cooperative focuses on developing five major industries including black goats farming, chicken farming, crop rotation, betel nut farming and orchid cultivation. It is expected that per capita net income per year will reach RMB 15,000 yuan in the future.

    6. Tibet Increases Its Anti-poverty Projects to 2,025. This year, initial results in poverty alleviation have been achieved in Tibet as the region carries out 2,025 anti-poverty projects with national poverty relief fund of RMB 1.29 billion, including
    the region’s own RMB 270 million. The money has been invested in mainly five areas:housing project for low-income families and fund integration for living environment improvement, village-wide project promotion, general poverty alleviation projects,labor transfer projects and bridge-for-zip-line projects.

    7. Wangcheng District Helps the Poor with Lei Feng Charitable Funds worth RMB 110 million. With the Lei Feng 580 Emergency Rescue mechanism,Wangcheng District in Hunan has been able to normalize its poverty alleviation efforts this year by improving urban and rural subsistence allowance system, giving serious disease pensions and providing disaster and social relief. By far, the district has accumulatedLei Feng charitable funds worth RMB 110 million, which will be used to give long-term support to poor urban and rural residents in urgent need of help.By December 2013, the district has received 270 calls asking for help, among which 258 or 96% have been properly handled, leaving only 12 to go.

    8. Guangxi Completes Mid-stage Assessment of the 12th FYP for Rural Poverty Relief. According to the assessment report, over the past two and half years since 2011, the Guangxi Zhuang Autonomous Region has made great strides in poverty relief and development, delivering greater benefits to the poor. In 2012, rural per capita net income in 28 key counties in the national development-oriented poverty reduction program and 3,000 poor villages increased by 34.3% and 37.4% respectively on 2010, 2.1 and 5.2 percentage points higher than the region’s average.

    9. Qinghai Invests RMB 390 Million in Poverty Relief and Development in 2013.This year, Qinghai has invested RMB 390 million to carry out 72 anti-poverty resettlement projects in 125 poor villages, resettling 12,400 households or 54,000
    people and lifting 213,000 people out of poverty. Qinghai has been exploring ways to fight poverty with specialty industries, breaking new grounds and improving village-wide poverty alleviation, and establishing industrial poverty relief patterns suitable for the poor areas. As a result, the province has made remarkable progress by developing a number of new poverty relief models such as household partnership,stock ownership and profit sharing, joint stock partnership, land transfer, professional cooperation, concentrated bases, joint development of enterprises and villages, and
    leasing management, etc.

    10. Shaanxi Carries out Over 1,200 Assistance Projects with Innovative Anti-poverty Mode 1 . In 2013, 544 provincial level authorities, enterprises and public institutions in Shaanxi have sent a total of 1,536 persons for poverty alleviation,
    invested RMB 1.21 billion to carry out over 1,200 assistance projects, introducing 208 projects, 113 talents and 81 technologies for their responsible counties. More than 20,000 individuals have received training from 259 training courses. Labor export reached 3,389 persons and 738 poor students have received financial help. By supporting capital projects and mobilizing other social forces to participate, these organizations have largely boosted the economic development of the poor counties.
