POVERTY REDUCTION BRIEFING 2013-III

    I. China Foundation for Poverty Alleviation (CFPA) launches 2013 Timely Rain Action China Foundation for Poverty Alleviation (CFPA) is encouraging people from all sectors of society to lend a helping hand to people in drought-stricken areas in southwest China. A donation of 200 yuan is enough for a whole family there to afford a month’s food. And a donation of 500 yuan can be used as the subsidy for one family to purchase buckets, water conduits and other drought relief materials. Since the initiation of this action, more than 230 million yuan worth of goods and money has been raised and translated into emergency drought-relief materials (including bottled water, grain, edible oil, and water storage equipments), living subsidies and small-scale water diversion projects, having benefited nearly 700,000 people.

    II. “One on One” Poverty Alleviation Project in Beilin District takes on various forms Since the beginning of a new round of “One on One” Poverty Alleviation Project in the city of Suihua, 374 impoverished workers in Beilin District have received help from officials of mid-level or above in 68 departments, entailing over 90 projects worthy of more than 800,000 yuan over the past two years. The “One on One” project is prioritized by the district government. By making it an item in the evaluation of district committee’s work and officials’ performance, it is directly related to the reward, punishment and promotion of the officials. The project has been carried out in a down-to-earth manner and in various forms. The key to poverty alleviation is to help with the employment of the workers or the establishment of their own businesses.Therefore, petty loans are made available to the poor workers so as to support their start-up businesses.

    III. Shanghai starts recruiting graduating college students to help with teaching,medical treatment, farming and poverty relief in rural areas In line with the requirements put forward by Notice on the Implementation of the Program of Graduating College Students Helping with Teaching, Medical Treatment,Farming and Poverty Relief in Rural Areas, a group of college students in Shanghai graduating in 2013 will be enrolled to promote the development of social undertakings in rural areas of Shanghai and to encourage more graduating students to get involved in the construction of new socialist rural areas. The whole process features open recruitment, voluntary application and unified organization, and will be conducted in an open, fair, competitive and selective manner.

    IV. Cultural poverty alleviation :an indispensable part of poverty alleviation.Traditional poverty alleviation focuses on material assistance. However, culture construction should be given equal emphasis if we want to shake off the
    backwardness of rural areas in a very real sense. Cultural poverty alleviation,addressing the extant issue of low educational level of overall impoverished population, is the fundamental solution. The goal is to improve the overall educational level of people in poverty-stricken areas by providing assistance in both cultural and spiritual level, the first target being their spirit, the second, their mindset, and the last,their educational attainment. Cultural poverty alleviation is a major step of accelerating the construction of new rural areas, a key method of meeting the multiple and various cultural demands of farmers, and is of great importance to developing socialist culture, constructing a harmonious society and raising the overall quality of farmers.

    V. April 5 th to 8 th , Wang Yang, vice premier of the State Council, visited the autonomous county of Baoan, Dongxiang and Sala ethnic minorities in Jishishan county, Gansu Province, one of the poorest counties in China. Wang went into
    the households and discussed with local officials and people about how to shake off poverty.Part of Gansu province has been suffering from drought throughout this winter and spring, with no effective precipitation for more than five months. Wang went to the worst affected areas in remote villages to check the soil moisture and to find out condition of drinking water for farmers there. Wang stressed that in order to reduce losses caused by the disaster, all parties should be coordinated to provide enough drinking water for people and the livestock and to help farmers replant in time.

    VI. China Foundation of Poverty Alleviation (CFPA) launches 2013 Timely Rain Action The rainfall in most parts of southwest China has dropped by 20%-80% since last October compared with that of the same period in ordinary years. In 2013, China Foundation for Poverty Alleviation encourages all sectors of society to lend a helping hand to people in drought-stricken areas. In 2010, CFPA started the Timely Rain Action, to provide drought relief in southwest China. By now, more than 230 million yuan worth of goods and money has been raised, translating into emergency drought-relief materials, living subsidies and small-scale water diversion projects,having benefited nearly 700,000 people.

    VII. The Ministry of Agriculture and China Disabled Persons’ Federation (CDPF) jointly issued the Notice on Poverty Alleviation and Income Boosting for Disabled People in Rural Areas, bringing assistance such as accessible production techniques and preferential subsidies to over 15 million impoverished disabled population in rural areas.The Ministry of Agricultural and CDPF at local levels will organize experts,technicians and rural technical personnel to provide production technology services for disabled people in rural areas during sowing time of spring and harvest time in autumn. Agricultural machinery cooperatives and households with enough agricultural machinery are also encouraged to provide assistance and operation guidance for poor and disabled people in rural areas.

    VIII. Chongqing launches the Dew Program, funding 72 million yuan for the education of students from poor families
    Chongqing municipality will set aside special funds to grant 1500 yuan every year for each vocational school student from poverty-stricken families in districts and counties set as poverty alleviation targets by the municipality, to encourage students study in vocational colleges and meet the urgent demands of the society for skilled talents. The Dew Program, reflecting the human resource development strategy targeting poverty-stricken areas and impoverished population, is an important method to reduce poverty and develop poor areas at the current stage.

    IX. Pro-poor tourism highway to Dabie Mountain under construction Progress has been made in the much anticipated program of pro-poor tourism highway to Dabie Mountain. Recently, the construction of the Shibapan Tunnel, located in Jinzhai County at K67+703.5 of the main artery of pro-poor tourism highway to Dabie Mountain, was officially initiated, marking the beginning of the whole program. The single-tube, two-way traffic tunnel with total length of 2887m,
    net width of 10m and net height of 5m, is up to the standards of a secondary state highway. The 153 million yuan construction project, directed by China Railway Tunnel Stock Co., Ltd., is estimated to be accomplished by the end of 2014.
