POVERTY REDUCTION BRIEFING 2013-IV

    I. Baosteel Group signed 2013 poverty alleviation assistance agreement with Pu’er city.On April 23, delegates of Baosteel Group came to Pu’er city to check on the status quo of the city since the implementation of the Baosteel Group assistance project on the whole village, and to attend the signing ceremony of 2013 poverty alleviation program targeting Pu’er. Notable progress has been made in the following aspects since Baosteel started assisting the city in 2003. First, countless local people have benefited from projects such as the assistance project on the whole village and the project of transferring rural population to more developed places. Second, better infrastructure has been built, directly improving the living and production conditions of impoverished population. Third, various industries have been developed to give people more support in their continued efforts in shaking off poverty. Fourth, public undertakings have taken off, with improvement in basic medical care and education conditions. Last but not least, a mechanism of regular donation for poverty alleviation has been established.

    II. The number of people benefiting from microcredit from China Foundation for Poverty Alleviation (CFPA) will reach 2 million.The largest microcredit institution in China, CFPA Microfinance (founded by CFPA microcredit project), will have 90 branches in 14 provinces in 2013, benefiting nearly 2 million people. Founded by CFPA in 1998, CFPA Microfinance engages in the management and implementation of poverty alleviation projects through providing microcredit to poverty-stricken rural households. By now, more than 540,000 loans worth of 4.1 billion yuan have been issued, having benefited nearly 1.5 million impoverished people.

    III. Donation ceremony held by China Citic Bank and China Foundation for Poverty Alleviation (CFPA) A signing ceremony of the project of New Great Wall Outstanding Class Sponsored by China Citic Bank was held between China Citic Bank and China Foundation for Poverty Alleviation (CFPA) in Beijing on April 15. Leaders from both parties
    attended the ceremony. According to the plan, China Citic Bank will sponsor one New Great Wall Outstanding Class in each of the 10 high schools from 10 state-level poor counties of different provinces, municipalities and autonomous regions. Each class will enroll 50 freshmen with outstanding performance and poor economic background.

    IV. A meeting on the work of poverty alleviation and residents migration in Sichuan Province was held on April 11, setting the agenda of improving living and production conditions for 1,264,900 impoverished rural residents The objectives of poverty alleviation and residents migration work this year are as follows: first, improve living and production conditions for 1,264,900 impoverished rural residents and raise their income; second, promote overall development in 604 impoverished villages; third, carry out poverty alleviation projects in 49 neighboring counties in the four poorest regions (Tibetan plateau in northwestern Sichuan, mountainous areas between Qinling Mountains and Bashan Mountain in northeastern Sichuan, mountainous areas of Wumengshan Mountain and Yi ethnic minority areas in both big and small Liangshan Mountains in southern Sichuan) and other 50 neighboring counties outside of the regions; fourth, provide job training for 60,000 people; fifth, build 251 new villages for 22,100 households from Yi ethnic minority;sixth, build 20 water conservancy and hydropower engineering projects and transfer 16,000 migrants caused by the projects.

    V. China has made huge contribution to global poverty reduction —reported by the World Bank and the UN China has made great contribution to global poverty alleviation, reducing its account for total population living in extreme poverty from 43% in 1981 to 13% in 2010, according to The World Development Indicators issued by the World Bank on April

The report lists sub-Saharan Africa, India and China as the top three countries and region with the largest population living in extreme poverty from 1981 to 2010.During the period, China saw a significant decrease in its account for the total population living in extreme poverty while the former two witnessed a mild increase in theirs.

    VI. Progress has been made in regional development and poverty alleviation in Sandi region of southern Xinjiang, as expected results from relevant policies Over the past three years, Sandi region of southern Xinjiang has received 12.2 billion yuan investment in local projects, and poverty alleviation fund of 2.92 billion yuan allocated by central and regional finance, accounting for over 60% of the financial aid of the whole autonomous region. Concentrated investment, favorable policies and supportive social forces have been going to this region, due to the strategy of reducing poverty in the most impoverished region and narrowing the gap through development.According to statistics, during the last two years, the population living in poverty in this region has been reduced by 414,000, and overall development planning has been
    given to 490 poor villages. Meanwhile, more than 600,000 impoverished farmers have been enrolled in training programs. By 2012, the annual net income per capita in Sandi region of southern Xinjiang has reached 4571 yuan, 725 yuan higher than the previous year.

    VII. Industry projects with local characteristics are promoted by Fujian Foundation for Poverty Alleviation and Fujian Association of Poverty Alleviation and Development In the morning of April 18, representatives from Fujian Foundation for Poverty Alleviation and Fujian Association of Poverty Alleviation and Development held a meeting in Fuzhou to review their performance of last year. In 2012, the total income and expenditure of the two organizations stood at 9,204,200 yuan and 9,227,000 yuan respectively. 90.8% of the expenditure, or 8,383,000 yuan, was input in poverty reduction. One million yuan was invested to help set up 100 radio stations in counties and townships. Another 1.13 million yuan was invested to build (agricultural produce) industry brands with local characteristics, such as purple sweet potatoes of Liancheng,black chicken of Dehua, white gourds of Dongguan, Yongchun, Kasumigaura seaweeds of Fuding, High Mountain Oolong Tea of Shouning, green vegetables of Nanping city, lotus seeds of Jianning and precious tree seeds of Wuping. Besides,490,000 yuan was distributed to associations at local levels to provide practical skill training for farmers, promoting industry development, and raising farmers’ income.
