I. The study of poverty alleviation in China meets with four challenges. Tang Min,vice chairman of the expert advisory committee under the State Council Leading Group Office of Poverty Alleviation and Development, said yesterday that there are four challenges that the study of poverty alleviation in our country has to be faced with, namely, the brain drain of study personnel, the dispersion of and lack of communication among the experts, the weakness in the spread of outcomes, and the lag of outcome summarization and promotion, which results in the disconnection with the on-going situation. In order to deal with the above problems, the State Council Poverty Alleviation Office, joined by YouChange China Social Entrepreneur Foundation, set up in 2011 the “YouChange Award for Achievement in Poverty Alleviation Study”, expecting that more individuals in various areas of expertise would be involved in the study and efforts of poverty alleviation, so that this cause would be further promoted and the theory and policy system of poverty alleviation with Chinese characteristics would be improved.

II. The Guizhou branch of China Development Bank has issued loans of over 150 billion yuan (including medium and long term loans of nearly 130 billion yuan),having motivated social funds of more than 90 billion yuan. As a result, the development of energy, transportation, water conservancy and infrastructure in Guizhou has received strong support, and the growth of livelihood and social undertakings in this area such as medium-sized and small enterprises, county economy, poverty reduction, education and medical treatment, have been promoted as well. The Guizhou branch cooperates with Guizhou Poverty Alleviation Office in bringing market mechanism into poverty relief and development, integrating financial poverty relief funds with bank credit funds for a better driving effect of the governmental funds. This move is followed by a new cooperative pattern in which the cause of poverty relief and development is supported by a four-party joint effort,namely, the government, banks, farmers and enterprises; and the new road that has been blazed for poverty relief in Guizhou is regarded by leaders of the state poverty alleviation office as the “Guizhou Mode”, which features poverty reduction through development projects.

III. Health poverty alleviation in Guangdong has benefited five million local low-income people. According to incomplete statistics, the health poverty relief work in Guangdong, relying on some 20 designated medical institutions, has been offering a variety of preferential treatment to migrant workers and low-income people in communities, with the total of reduced or relieved charge for diagnosis and treatment as well as medicine amounting to 50 million yuan, and a total beneficiary of five million. The Guangdong Association of Underdeveloped Regions has decided to focus in the following phase on ten issues, such as: raising funds for constructing sanitary stations in country areas, collecting medical supplies for health poverty alleviation, training country doctors through finding partner teachers for them in provincial level, municipal level or major military hospitals, promoting the use of Guangdong health poverty alleviation cards, donating and establishing village level sanitary stations, and offering special relief of health poverty alleviation.

IV. The Chongqing Municipal Government emphasized yesterday that it would ensure the fulfillment of several tasks to help at least 100 thousand poverty-ridden families get rid of poverty every year, including the alleviation work in Wuling Mountain and Qinba Mountain and the relocation work for poverty relief and alpine ecosystem conservation. There are 2.02 million targets for poverty alleviation in Chongqing presently. It was announced that the development of some specialty industries in this city, such as alpine vegetables,medicinal herbs, graminivorous livestock and oranges, would be put at the top of the priority list to ensure that the districts and counties in Wuling Mountain and Qinba Mountain can lead the region in stepping out of poverty. It was also pointed out that the relocation work in the alpine areas should become the breakthrough of poverty alleviation, and a special fund of four billion yuan, plus the 10 billion yuan subsidies
provided by such policy as “dipiao (ticket for trading rural lands)”, would be issued to relocate 500 thousand people in the following five years for poverty relief and alpine ecosystem conservation.

V. “A file of all the necessary information” is required in poverty relief and development. The CPC Hebei Provincial Committee has proposed that “the province should make full use of its resources to win the tough battle of poverty relief and transform the poverty-stricken areas around the state capital into new economic zone with bright scenery”. To stick to one target means to focus on the impoverished people by establishing and improving the recognition mechanism, setting up personal files for those people, and carrying out dynamic management. To concentrate on one aim means to keep increasing incomes of poverty-ridden households by promoting the “Cell Project for Poverty Alleviation and Development (to fund selected rural families in founding income-increasing programs)”, and to ensure that the impoverished people have enough to eat and wear and get rid of poverty steadily. To grasp one handle means to take industry poverty relief as the breakthrough by establishing industrial areas for poverty relief with strong characteristics, scale operation and continual income increasing. The three relationships that should be treated with refer to the relationship between industry poverty relief and ecological protection, that between individual poverty relief and the promotion of the entirety, as well as that between policy implementing and mechanism innovation.

VI. Over 10 million yuan has been invested in promoting the poverty relief relocation project of Hualong County. As a response to the application of Hualong Hui Autonomous County for the migration and relocation project of poverty relief, the Qinghai Poverty Alleviation and Development Bureau issued a special fund of 13.28 million to this county this April, bringing benefits to 2,269 people in 437 households.The local government coordinated with water conservancy, power, transportation and other relevant sections to provide the basic infrastructures needed in the migration and relocation efforts. To make the migrants really “move out willingly, settle in happily and become rich steadily”, the section of poverty alleviation has been working hard in carrying out subsequent programs, such as micro-credit and start-up loans with discounted interests, and training of operative technologies and transfer of rural labor,expecting them to transform their ideas into developing production and broadening the way of increasing incomes.

VII. Jiangsu Province launched a pilot project of allocating financial poverty relief funds directly to households. It is learned that Guannan County and Xinyi city have been selected as the pilot areas and the target households or individuals in these two areas will be able to accept their funds directly from this year on according to their specific circumstances and real needs. The aim of the move is to clarify the target group of the poverty relief funds and to bring the benefit to low-income farmer households more smoothly. The reform will take some measures, such as “one household, one policy” and supporting in classifications, to help those impoverished increase their incomes and overcome poverty.

VIII. Low-income population will enjoy free funeral and interment services. The Civil Affairs Bureau of Nanning, the capital of Guangxi Zhuang Autonomous Region,has begun to exempt some qualified local residents from basic funeral and interment service charges since 8 May in order to relieve the financial burden of these low-income people. About 1,500 yuan (about 245 US dollars) will be saved for each family under the new policy. The free services will be provided for the urban and rural households that possess Nanning Hukou (registered permanent residence) and live below the minimum living standard, jobless people or those without incomes or family support, as well as unclaimed corpses which should be cremated under the permission of the local public security organs. To ensure the implementation of this
policy, the municipal government of Nanning has brought funeral and interment subsidies into the budget of financial sector at every level since early this year.
