POVERTY REDUCTION BRIEFING 2013-VIII

    1. Zeng Xianzi donated 10 million Hong Kong Dollars to Baise city, Guangxi Province as poverty alleviation fund.
    On June 24 th , Zeng Xianzi, board chairman of Goldlion Holdings Limited Corporation, donated 10 million Hong Kong Dollars to Baise city, Guangxi Province to set up the “Zeng Xianzi special guarantee fund for poverty alleviation” which will serve the poverty alleviation and education causes in Baise city. All of the net proceeds generated by the specific fund will serve as “Zeng Xianzi special subsidy fund for girls’ self-help class during poverty alleviation in Guangxi” which aims to help over 400 girls in poverty to receive vocational education.

    2. “The government, banks, enterprises and rural residents” make concerted efforts in poverty alleviation.Since the beginning of this year, at the request of establishing a national pilot area for poverty relief and development, Guizhou Province has been vigorously exploring new ways of poverty alleviation to break the financing bottleneck, and has established a new cooperation pattern among the government, banks,enterprises and rural residents through its cooperation with Guizhou branch of China Development Bank, a way of facilitating financial funds for poverty alleviation to direct banking funds and social funds into poverty relief and development by means of offering loans with discounted interests and awards instead of subsidies. Meanwhile, thanks to the E-Government platform that is under full supervision, the traditional mode of supervising projects and funds has been informationized, providing a strong support for Guizhou to further its efforts in poverty alleviation.

    3. Recently, 411 key poverty-stricken villages of Hebei Province were added into the “12 th Five Year” poverty relief and development plan. Among them, 117 were incorporated into the state plan, and another 294 into the provincial plan.
    The number of key poverty-stricken villages of Hebei province in the “12th Five Year” poverty relief and development plan now reaches 3,688. According to an officer from the Poverty Relief Office of Hebei Province, “the newly added key
    poverty-stricken villages will enjoy preferential policies from the state or province in funds, industries and training projects.” Additionally, as required by the Outline for Development-oriented Poverty Reduction for China’s Rural Areas, the newly added poverty-stricken villages should further improve the system of filing each household on card, and work out a village-based poverty relief and development plan in the light of their actual situations. In fact, all the regions will focus their efforts on increasing incomes of the poverty groups through offering work instructions, improving policies, integrating all kinds of resources, adopting various ways of offering help and supports, and further formulating preferential
    investments, so as to ensure that those newly added key poverty-stricken villages can shake off poverty on schedule.

    4. Hong Kong SAR Government plans to apply for 15 billion Hong Kong Dollars from the Legislative Council of Hong Kong to carry out several measures for poverty alleviation. According to the website of Sing Tao Daily of Hong Kong, Hong Kong SAR Government will apply for 15 billion Hong Kong Dollars (HKDs) from the Finance Committee under Legislative Council of Hong Kong to finance Community Care Fund. According to Zhang Jianzong, Secretary of Labour and Welfare Bureau (LWB) of Hong Kong, this capital injection is expected to promote new projects for poverty alleviation and aid the old, for which the government has other series of plans underway.

Gansu Province began to inspect the enforcement of the Regulation for Development-oriented Poverty Reduction for Rural Areas.Passed by the Standing Committee of the Gansu Provincial People's Congress on March 28 th , 2012, and officially brought into force on May 1 st of the same year,the Regulation for Development-oriented Poverty Reduction for Rural Areas is the first local regulation of Gansu province specially formulated for poverty relief and development in rural areas, aiming to improve the enforcement of the regulation at various levels of governments. It will conduct both spot checking on some important areas and entrusted inspection on others.

    6. The Poverty alleviation plan of Guangdong Province seeking to “be responsible for every impoverished household and individual” is well recognized.From June 21 st to 24 th , a research group led by Fan Xiaojian, vice chief and office
    director of the State Council Leading Group of Poverty Alleviation and Development, carried out a survey in Guangdong Province about its poverty alleviation plan aiming to “be responsible for every impoverished household and individual” which has made historical breakthroughs. According to the survey,Guangdong Province has invested 22.73 billion yuan as financial support (averaging 6.672 million yuan per village); per capita net income of those receiving aids has reached 7,762 yuan, almost five times than that in 2009; the average collective income of the poverty-stricken villages has reached 110,900yuan, almost 19 times than that in 2009. Thus, the three-year goal for poverty alleviation and development has been fully achieved.

    7. Ministry of Finance: 1.2 billion yuan of central special public welfare fund from lottery pool will be allotted to support poverty alleviation projects in old revolutionary base areas this year. According to news released by the Ministry of Finance on June 21 st , investment from public welfare fund of central special lottery will continue to increase in old
    revolutionary base areas by arranging 1.2 billion yuan this year to support the poverty alleviation projects in those areas, aiming to accelerate their development and improve incomes of the local people, so as to narrow the development gap
    between these areas and the rest of the country. It is reported that with the approval of the State Council, central finance has started to support poverty alleviation through central specific public welfare fund of lottery pool since 2008.
    The fund will serve to promote the village-based development programs in provinces, where old revolutionary base areas or counties are mainly concentrated,through constructing infrastructures and public service facilities, improving the
    environment, as well as developing niche industries in poverty-stricken villages.
