    1. New ways of poverty relief and development: dreams have come true for thousands of people in Chaotian District.
    Guided by the principle of “integrating industries with new villages, coordinating urban-rural development, highlighting local characteristics and encouraging contiguous area development”, the government of Chaotian District in the city of
    Guangyuan, Sichuan Province has been promoting contiguous area development in its poverty relief efforts over the past two years. New ways of relocating the rural poor have been explored based on the idea of “starting with difficult ones with clearly definedtargets, tailoring the policy to specific households, promoting concentrated settlement in newly-reclaimed land, and shaking off poverty through industries.” The government has been focusing its efforts on developing human resources and improving the quality of the impoverished. To this end, plans for labor training and transfer have been made to improve the rural labor service transfer network.

    2. Transportation improvement proves effective in poverty alleviation in contiguous impoverished areas.Transportation infrastructure development has been making steady progress in China’s contiguous impoverished areas since its start in 2012. Last year, the total investment reached 319.2 billion yuan, and the newly-improved village asphalt (cement) road totaling 50,000 km. In addition, 7,800 more administrative villages, or 63.3% of the total were connected by asphalt roads. Statistics show that by the end of this May, 28% of the planned arterial highway projects in 11 contiguous areas have been put into operation, 30% have completed preliminary designs and 36% have finished their feasibility research reports.

    3. Poor population reduced by 10,600 in Xilin County, Baise City, Guangxi Province in 2012. Last year, with a view to improving the living environment and promoting development in order to provide people with adequate food and clothing, as well as lift them out of poverty and further achieve prosperity, Xilin County emphasized on inter-departmental coordination and integration of social resources and made headway with poverty relief and development efforts. In 2012, 10,600 people (with an annual income of 2,300 yuan per year) were lifted out of poverty. Moreover, its contiguous
    development project not only passed inspection, but also was graded as excellent, which has made it a demonstration county in the region.

    4. Guangdong will support 300 top agricultural enterprises to relieve poverty.The training class on reducing poverty through industrial development sponsored by the Poverty Relief Office of Guangdong Province was held on July 3 rd in Guangzhou.The province has set a specific target of increasing the number of top provincial agricultural enterprises for poverty relief to 300 by 2015. Currently, the number stands at 90 with seven prospective candidates. All those top enterprises are also encouraged to apply to be national top enterprises.

    5. Coordination meeting held in Guanling for the construction of demonstration industrial parks for poverty alleviation.
    Recently, a coordination meeting was held in Guanling for the construction of demonstration parks where modern and highly-efficient agricultural industries are developed for poverty alleviation in Guizhou Province. Key industrial parks were
    urged to lead the market-oriented industrial development and make construction plans guided by concepts of industrialization, so as to present good economic performances and thus strengthen poverty alleviation potentials. So far, the total output value of 15 key industrial parks at the provincial-level has reached 1.277 billion yuan, and sales revenue has reached 990 million yuan with a profit of 398 million. It sets a good example and has boosted the transformation and promotion of ten major industries for poverty alleviation.

    6. NPC proposes for the construction of pilot industrial parks in the Liupan Mountain area for poverty alleviation.
    Recently, the State Council Leading Group Office of Poverty Alleviation and Development has invited the Agricultural Committee and Liaison Department of the NPC to join an investigation group for a three-day field trip about the implementation of Proposal 1715 of the NPC. The proposal was made by Ningxia delegation during the NPC and CPPCC sessions this year to request national support for the construction of pilot industrial parks in contiguous poor areas in the Liupan Mountain area, Ningxia Autonomous Region. Infrastructure development, investment and
    financing for these industries were covered in the proposal. From July 2 nd to 5 th , the investigation group examined poverty relief projects in Ningxia such as ecological improvement, labor migration and matrimony vine production base. They alsohad exchanged experience with relevant local departments including the poverty relief office of the region.
