POVERTY REDUCTION BRIEFING 2014-XXI

    1. Mr. Liu Yongfu, Director of the Poverty Alleviation Office of the State Council, attended the 2014 China Low-Carbon Development Strategy High-level Seminar. He called on that all parties offer special supports to promote low-carbon
    development in poverty-stricken areas so as to stimulate their economy based upon their natural resources. He stressed that we should explore a low-carbon poverty alleviation path with Chinese characteristics where low-carbon poverty alleviation shall contribute to the development of low-carbon economy, and realize both environment protection and sustainable development in the poverty-stricken areas.

    2. The State Council’s Implementation Opinions on Deepening the Reform of Entrance Examination and Enrollment System, released on the official website of the Chinese government (www.gov.cn), pointed out that students in rural areas should be given more chances to receive education in key universities. And those universities ministries or key provincial universities should arrange a certain enrollment proportion for students in remote, poverty-stricken, and ethnic areas. By 2017, there should be an obvious increase in the number of students in poverty-stricken areas enrolled in key universities with a long-term mechanism set up to ensure the access of students in rural areas into key universities.

    3. In recent years, Hebei Provincial Branch of the China Development Bank has persisted in the principle of both the developing economy and giving financial support to shake off poverty, and an overall strategy of supporting poor areas by taking advantage of plans, talents and the development of industries. The Branch has been helping alleviate poverty by giving financial support to infrastructure construction, medium, small and micro-sized enterprises, and modern agriculture. By the end of July, 2014, it has granted all kinds of loans, amounted to 4.681 billion yuan, to poverty-stricken areas in Hebei province.

    4. Special poverty-relief subsidy that sums to 200 million yuan has been appropriated by the Department of Finance in Shaanxi province to support more than 60,000 college students from poor rural families. Except that 172 million yuan of special poverty-relief subsidies appropriated in January this year,supplementary appropriations of 30 million yuan were made to subsidize 63,657 students from poor rural families, of which 20,000 received the subsidy for the first
    time and 43,657 students got follow-up subsidies.

A new poverty alleviation mechanism has been set up in Sichuan province by constructing a provincial information platform called “one-for-one aid in brotherhood”, which enables charity enterprises and philanthropists to establish brotherlike relations with poor households and to offer them direct help, serving as the best place to match the supplier and demander for assistance. It encourages futher convergence of social resources into poverty-stricken areas so as to form a general poverty-alleviation pattern powered by the cooperation of the government, market and
    society.

    6. Agricultural Bank of China (ABC) provides financial support to alleviate poverty in Tibet, which has universally benefited farmers and herdsmen there.Thanks to years of exploration and innovation, Tibetan branches of ABC gradually formulate a loan plan with Tibetan characteristics to support the poor in accordance with the reality of Tibetan farming and stockbreeding areas as well as that of ABC,which vigorously increased the agricultural production and income of farmers and herdsmen. By the end of June this year, its loan balance for poverty relief totaled 13.654 billion yuan, accounting for 77.67% of the agriculture-related loans.

    7. Ning County of Gansu Province takes targeted measures in poverty alleviation. Since 2013, Ning County has built 11 new breeding districts and more than 9,818 melon and vegetable greenhouses, and has planted 25,500 mus (1,700 hectares) of apple trees. Besides, 23 central water supply projects and 33 cement hardening village roads with a total length of 200 kilometers have also been constructed. The county has rebuilt 9,980 old and dilapidated houses and supported 2,204 poor households by removing their houses. Supporting public service facilities, including village ministries, cultural and sport squares, health centers and kindergartens, have been provided.

    8. The Guangxi Zhuang Autonomous Region is authorizing and distributing 3.8 billion yuan as the 2014 annual special fund to reconstruct rural schools with poor compulsory education quality, aiming to help improve the basic running
    conditions of such schools. Among the total sum, 1.9 billion yuan is from the central fund, and it is mainly appropriated for 57 counties (municipalities or districts) in the region including vastly-stretched national poverty-stricken areas, key national poverty-relief and development areas, ethnic minority areas, and frontier areas.

    9. The municipal government of Lianyungang, Jiangsu province has determined to lift 122,000 people with an annual income of less than 4000 yuan out of poverty. 36 cadres of municipal government have been transferred to form a new
    support team of municipal party committee resided in districts and counties.Meanwhile, the city has formulated 137 support programs at provincial, municipal and county levels, with an estimated investment of 3.15 billion yuan. So far, 100 support programs have been launched with an actual project funding of 595 million yuan.

    10. The government of Hunan province has decided to promote poverty alleviation through rural tourism across the province, focusing on counties in Wuling, Luoxiao mountainous areas and key national counties for poverty alleviation and development. It is reported that this project will select places that boast abundant tourist resources, advantageous locations, sophisticated transport facilities and promising prospects from 46 counties and start the work in two batches.
