POVERTY REDUCTION BRIEFING 2014-XXII

    1. Recently, the central government allocated the 2014 annual public welfare fund raised from lottery sales, altogether 1.5 billion yuan, to old revolutionary base areas to support poverty alleviation and development. With an increase of 25% compared with last year, the fund will be used for poverty alleviation and development in 150 old revolutionary base areas
    nationwide, focusing on the construction of small-scale production infrastructure and the improvement of production and living conditions in poverty-stricken villages.

    2. Allocation of this year’s special fund for poverty alleviation has been completed. Recently,the central government allocated 15.307 billion yuan as special fund for poverty alleviation to support poverty alleviation and development in impoverished rural areas. In 2014, a central budget of 42.655 billion yuan will be allocated to local governments as a special fund for poverty alleviation, an increase of approximately 10% compared with last year.

Mr. Liu Yongfu, the director of the State Council Leading Group Office of Poverty Alleviation and Development, attended the Promotion Event for Regional Development and Poverty Alleviation in Poverty-Stricken Areas in Yunnan Province, where he spoke highly of the efforts in poverty alleviation and development. Mr. Liu said that the State Council Leading Group Office of Poverty Alleviation and Development will continue to pay more attation to Yunan and give further support to the progress in poverty alleviation in Yunnan. He also put forward a few suggestions on the major tasks of poverty alleviation in Yunnan.

From the autumn semester of 2014, free education in regular high schools will become available in Kashi Prefecture, Hotan Prefecture, Kizilsu Kirghiz Autonomous Prefecture and Akesu Prefecture in southern Xinjiang, such a kind of policy will significantly reducing the financial burden on families while improving the level of education for children in the region.

    6. Zhengzhou municipal government subsidizes house renovation for disabled people with low income with an average of no less than 6,000 yuan. A few days ago, Zhengzhou municipal government launched its initiative to make Zhengzhou a barrier-free city of China, with the focus on building and improving the barrier-free facility in air/rail/road transportation and in public and residential buildings, so as to create an environment accessible to all.

Under the “Poor Single Mother Care Project” launched by the Provincial Foundation for Poverty Alleviation in Guangdong, the first and second relief fund, altogether 1.68 million yuan,has been allocated to 56 poor single mothers in need. Following the “Village Teacher Care Project” also initiated by the provincial foundation last year, this project becomes the second large public welfare project for poverty alleviation, with its relief mainly targeting at the poor single
    mothers and cervical/breast cancer patients in rural areas of the 21 key counties for poverty alleviation and development.

    8.In the first half of the year, the per capita disposable income of farmers in poverty-stricken areas in Shanxi Province is 3920.50 yuan, a year-on-year increase of 483.88 yuan which means with 14.1% compare with last year, namely a growth rate 0.8 percentage point higher than that in the corresponding period of last year. The monitoring data shows that in poor rural areas of Shanxi Province, especially in those continuous poor areas, the disposable income of farmers is experiencing a continual increase with their living and consumption standards improving constantly.
