POVERTY REDUCTION BRIEFING 2014-XXIII

1.During his inspection in Ningxia Hui Autonomous Region, Chinese Vice Premier Wang Yang stressed that the government should adhere to the goal of poverty alleviation and development set by the Party Central Committee and State Council, focus on policies, responsibilities and works of poverty alleviation and development, increase the effectiveness of poverty-reduction and step up to lift more people out of poverty. Wang pointed out that different places and households should be dealt with differently based on the types and causes of poverty to make poverty alleviation and development more targeted and effective.

2 2. .The donation ceremony of public welfare programs supporting Xinjiang Uygur Autonomous Region’s development, launched by the All-China Women’s Federation and China Children and Teenagers Fund was held in Urumchi recently. It is reported that the participating units and companies donated 30 million yuan to implement the “Spring Buds Program”, “Happy Land for Children” and other public welfare programs, which aim to help children from low-income families and
left-behind children of all ethnic groups in Xinjiang.

3.Hunan Branch of Postal Savings Bank of China strongly supports the development of poverty-stricken areas within the province. At present, it has loaned an accumulative total of 15.784 billion yuan to 46 contiguous poor areas and scattered key counties for poverty alleviation and development. Meanwhile it has set up 682 business outlets in the areas mentioned above, covering over 90% townships and making financial services available at the township level.

4.Recently, Guangxi Zhuang Autonomous Region adopts a new policy to take targeted measures to reduce poverty by promoting education and making sure students from low-income families can complete their studies. Beneficiaries of this
policy are poor students registered by the government in rural areas in Guangxi. The boarding allowances for primary and junior high school students from poor rural families are 1,000 yuan and 1,250 yuan a year per student respectively; the average standard of state grant for ordinary senior high schools is 1,500 yuan a year per student.

5.The project on repairing dilapidated houses for rural impoverished and disabled families, which covers nine districts, cities and counties in Dalian, is now under construction. By the end of October, a total of 1,725 households with the disabled will have moved into the“quality-assured housing”. It was reported that the Dalian government raised repairing funds by using government subsidy, residents input and social assistance. The government subsidizes every household with 10,000 yuan.

6. 70,000 winter clothes were donated to poverty-stricken areas. Beijing Branch of the Bank of Communications launched a special activity themed “A Warm Winter,BOCM in action” in 54 communities in Beijing. A total of 69,315 clothes in 2,403 packs were received. All the clothes will be donated to impoverished regions in western China through the project of “Warming the West Regions” carried out by Lan Hua Cao Art Foundation (LHCAF), delivering warmth to the local people.

7. The Red Cross Society subsidized 105 poor and sick children in Guizhou.Guizhou Red Cross Society has carried out two aid projects named “Little Angel Fund” and “Angel Sunshine Fund” since 2005. Up to now, the “Little Angel Fund”
has subsidized 105 poor children with leukemia, and the “Angel Sunshine Fund” has subsidized 92 poor children with congenital heart disease in Guizhou Province, the financial aid from these two funds totaled 3.155 million and 1.705 million respectively.

8 、750,000 yuan donated by China Women’s Development Foundation benefited infants and children from impoverished families in Qinhai. To help impoverished families with infants, young children or pregnant women, Qinhai Women and Children Development Foundation made great efforts and managed to get a batch of milk powder worth 750,000 yuan from China Women’s Development Foundation. This batch of milk powder, planned to be distributed in Xining, Haidong, Haixi,Haibei, Hainan and other districts, would benefit thousands of infants and young children from impoverished families.
