POVERTY REDUCTION BRIEFING 2014-XXIV

    1 1. .President Xi Jinping stressed that the entire Party and the entire society should continue to join efforts for poverty alleviation and development of poverty-stricken areas. On October 17 th , which marks the first-ever “China Poverty
    Alleviation Day”, China rewarded those groups and individuals who have made great achievements in poverty reduction, and arranged work for the next stage. All of these efforts will contribute significantly to the promotion of the traditional virtues of supporting the poor, the cultivation and practice of core socialist values, and the alliance of all social sectors against poverty.

    2.Chinese Premier Li Keqiang shared China’s experience in poverty reduction in his speech at the headquarters of the Food and Agriculture Organization of the United Nations (FAO). China is willing to share with other countries agricultural technologies and experience, to provide food and clothing for people suffering from hunger, to further enhance cooperation with the rest of the world in eradicating starvation and poverty, and to jointly create a world of sustainable development that is free from hunger and poverty, Premier Li noted.

    3 3. .The State Council decided to set October 17 th as the Poverty Alleviation Day starting from 2014. This initiative fully reflects the government’s determination to fight the vicious cycle of poverty and to encourage a wider participation of all social sectors in the development-oriented poverty reduction program, said Zheng Wenkai, deputy director of the State Council Leading Group Office of Poverty Alleviation and Development of China, at the press conference held in Beijing on October 14 th , 2014.

    4.The first “October 17 th Forum”, jointly initiated by International Poverty Reduction Center in China and Central China Normal University, issued The Report on China’s Anti-poverty Progress (2014). The report suggested that more social sectors be included in the campaign led by the government against poverty, so as to inject energy into poverty alleviation work, thus forming a governing structure where the government, the market and the whole society can work in collaboration with one another to better serve poverty alleviation in this critical stage.

    5 5.In 2014, the Ministry of Land and Resources of the People’s Republic of China strengthened policy support for poverty-stricken areas. Specific measures include: first, intensify land policy support and encourage the exploitation and
    comprehensive utilization of mineral resources in poverty-stricken areas so as to transform local resource advantages into economic advantages; second, make great efforts to promote land consolidation and improve the working and living conditions of the poor areas; third, strengthen supervision and inspection on geological disaster prevention and ensure the safety of people’s life and property in poor areas.

China Foundation for Poverty Alleviation(AFPA), together with other concerned organizations, called on the whole society to join an activity named “Let’s experience hunger together – an activity for public service” on October 14 th . The activity will express our concern for the starved and the poor in China as well as the whole world. Meanwhile, it is beneficial for the enhancement of public awareness for food saving, for the mutual understanding and support between the rich and the poor, and for the achievement of social harmony.

    7. The poverty alleviation project in the Ningxia Hui Autonomous Region (NHAR) has helped relieve poverty of a number of villages. NHAR launched the poverty alleviation project since 2012, aiming to reduce the number of poor people by
    100,000 and relieve poverty of 100 villages by 2014. Statistics show that NHAR has input a total number of 1,358,000,000 yuan for the poverty alleviation of 100 villages,with each village getting over 13,000,000 yuan on average.

    8. Thanks to the Nutrition Improvement Project launched in Chengde and
    Pingyuan counties affiliated to the Chengde municipal city, Hebei Province, more than 80% of the concerned population in the two counties have got access to the nutrition packages, of which over 60% have been utilized effectively. Apart from giving its staff some training on project management and certain techniques, the project also offers nutritional supplements for free to infants aged six to twelve months in poor areas so as to improve their nutrition and health.

    9. The Housing Project for 22,000 Poor Farmers and Herdsmen launched in 2011 in Tibet has been completed recently, with over 100,000 poor farmers and herdsmen benefiting from it and removing to new homes. Thanks to the Project,
    each poor household received a house construction subsidy varying from 12,000 yuan to 25,000 yuan. Besides, farmers and herdsmen were given 5,000 yuan for anti-seismic buildings.

    10. Jiangsu Province has provided more financial support for college students and 100,000 freshmen from poor families have benefited from it. This year, Jiangsu Province has appropriated 1.3 billion yuan to support college students,
    among which 1,184,000,000 yuan from the provincial financial budget for college students, up by 23% over last year, and 116,000,000 yuan from the central government’s financial subsidy. Besides, student loans that have been allocated
    totaled 582,000,000 yuan.
