POVERTY REDUCTION BRIEFING 2014-XXVII

    1. Liu Yongfu, director of China’s State Council Leading Group Office of Poverty Alleviation and Development (LGOP), together with other officials,conducted research on the work of poverty alleviation and development. During the research, Liu fully appreciated the achievements made through poverty alleviation methods like industry drives, mutual help among the masses and “construction first,compensation later” in Taipingzhuang village, Chifeng city. Liu emphasized that to
    overcome the difficulties in poverty alleviation and development, we must pinpoint people’s demand first, and then carry out rational plans to find right and targeted approaches. On the basis of finding out the basic conditions of the poor, governments at all levels should focus on“poverty alleviation with targeted measures” in their future work.

    of poverty alleviation and development in Gulin county, Sichuan Province. They got detailed information about the local poverty reduction and development in Chayuan village in Miao ethnic township troops. Chayuan village is a key
    impoverished village where the impoverished population numbered 464, taking up 18.92% of its total population. In recent years, poverty alleviation has been fully carried out in Chayuan village through village building, poverty alleviation and
    development as well as the flourishing of the tea industry. The net income per capita in this village reached 5,144 yuan in 2014, an increase of 15%.

    3. National Energy Administration and LGOP jointly issued the Program of the Implementation of Photovoltaic Poverty Alleviation Projects. “PV Poverty Alleviation” projects will be implemented in six selected provinces and autonomous
    regions including Hebei, Ningxia, Anhui, Shanxi, Gansu and Qinghai with high initiatives and supporting policies as the first batch of pilot regions. It is hoped that the first batch of projects can be approved for implementation before the end of this year.

    5. “The Happiness Project” funded 34,000 poor mothers in Hebei Province. “The Happiness Project” has set up project sites in 271 villages, 72 counties and 11 cities in Hebei Province with a total investment of more than 35 million yuan. It has benefited 34,000 poor mothers in Hebei, lifting 85% of them out of poverty and benefited 140,000 family members.

    6. The city of Fangchenggang in Guangxi has invested 500 million yuan to aid 100 thousand poor farmers in Shiwandashan Mountain area. The local government plans to put 1.72 billion yuan in three years to meet the target of “Two Worries-free and Three Guarantees” (no lack of food and clothes and guarantee compulsory education, basic health care and housing) for 100 thousand poor farmers in Shiwandashan Mountain area.

    7. 2,019 poor students in Xinjiang directly entered colleges and universities through the “Green Channel”. Colleges and universities have taken various measures and finally managed to complete the entrance procedures for 2,019 students
    through the “Green Channel”, including 1,856 undergraduates and college students and 163 postgraduates, who have been allowed to defer tuition and accommodation fees of 9,472,990 yuan.

    8. The city of Enshi in Hubei Province will allocate 11 million yuan of special funds to benefit 20,000 poor boarding students. According to various student subsidy criteria, Enshi municipal government will allocate over 11.28 million yuan of special living allowances from both fiscal and non-fiscal revenues for poor boarding students at the compulsory education stage. Over 23,000 students will enjoy the allowances among all the poor students whose household registrations are in Enshi.

    10. 2,500 village-level financial service stations will be built next year in poor areas in Gansu. In 2015, 2,500 village-level financial service stations will be installed to facilitate people and meet the financial needs in rural areas and in poor areas especially. Gansu provincial government will implement projects on “financial services to every village” to complete the full coverage of bank card payment in towns and villages and that of bill payment in counties in 2015, so that farmers and
    herdsmen can enjoy basic financial services within the radius of 2.5 kilometers.
