POVERTY REDUCTION BRIEFING 2014-XXVIII

    1. Chinese Premier Li Keqiang chaired a State Council executive meeting where works on improving child development in poverty-stricken areas and better future for children in poor families were arranged. As was stressed in the meeting,
    direct government supply should be combined with purchase service, market forces should be given full play to, participation of different social sectors should be encouraged, health and education should be given priority, and children from rural poor families in extremely impoverished regions should have access to social care and security from birth to the end of the compulsory education period.

    2. Liu Yongfu, Minister of the State Council Leading Group Office of Poverty Alleviation and Development of China, led a group to Henan for investigation and survey. He pointed out that the government should take targeted measures for poverty reduction, choose the right program for assistance and poverty alleviation, and ensure that poverty alleviation reaches every poverty-stricken village and every villager. The government should prioritize the three brand projects on poverty reduction, improve shift-employment training as proposed in "Dew Plan", accelerate the relocation of poor population in mountainous areas and flood plain areas, and make innovations in updating the micro-finance subsidized-interest loan mechanism.The county-level party committees and governments should play an active role in overall planning and coordination. The integration of capital and projects from different industrial sectors should be intensified in the process of poverty alleviation by villages.

    3. By the end of October 2014, Yunnan Province had invested 4.12 billion yuan to improve planned construction of school buildings and facilities. In Yunnan,integrated projects and programs, optimized primary and secondary school layouts
    and fully improved schooling conditions provided a batch of rural schools which used to be low-performing in compulsory education with better teaching and living facilities that can satisfy basic needs. As a result, compulsory education on the whole has been greatly enhanced.

    5. In Tianjin, the renovation of dilapidated houses in rural areas has been made a major project concerning people’s well-being From January 2014 to now, Tianjin has completed and examined the renovation of 5,820 dilapidated rural houses of
    poverty-stricken families, fulfilled the task two months ahead of schedule. With this year’s goal accomplished, the two-year project of renovating dilapidated houses in the rural areas in Tianjin has been completed, providing 10,468 poor families with new residential buildings.

    6. Haixi Mongol and Tibetan Autonomous Prefecture, Qinghai Province will establish a hundred working teams for assistance and poverty alleviation. These teams will be sent to the villages newly identified as impoverished ones and
    conduct the program of stationing at the village and contact poor households.Starting from 2015, this program will last for three years with annual alternations of team members, and each team member should station in a village for at least six
    months in total.

Hezhou City, Guangxi Autonomous Region has officially initiated the project of sending special commissioners with expertise on science and technology to impoverished villages for relevant services, with the first batch of special commissioners totaled more than thirty. Under the principle of “Conducting a project, popularizing a technology, cultivating a group of experts, promoting an industry, and prospering a community”, the commissioners will aid the poor villages in strengthening industries with local characteristics, stimulating agricultural production and productivity, and increasing the income of farmers.

More than 100 non-public-owned enterprises in Hotan Prefecture, Xinjiang Uygur Autonomous Region have been encouraged to assist over 100 impoverished villages through  “one-for-one ” and  “many-for-one ”patterns. This program can stimulate the development of labor-intensive industries and industries with local advantages such as planting industry, fish breeding and poultry raising industry, forestry and fruit industry, horticulture, agricultural product processing industry, herb industry, ethnic handicraft industry, and rural tourism. The program also fosters new growth points for rural economy and enables the poverty-stricken  areas  to  shake  off  poverty  and  achieve  prosperity.

    10. 72 cadres from state organs and public institutions of Yinchuan City are divided into 36 working teams and will be sent to poor villages of the city’s counties or districts on the mission of assisting and helping with poverty alleviation. Cadres stationed at villages should work at least 20 days per month.Leaders of 36 working teams will take the temporary post as first secretary of village Party organizations with a full-time term of two years.
