POVERTY REDUCTION BRIEFING 2014-Ⅻ

    1. The National Development and Reform Commission recently indicates that it will put more emphasis on economic and social development as well as people’s livelihood in Southern Xinjiang, and speed up construction of major infrastructure in the sector of transportation, water conservancy and agriculture that can improve people’s wellbeing. This year, 592 aid-to-Xinjiang projects have been put into operation, accounting for 54.3% of the planned projects in the beginning of
    this year.

    2. Min-Ning (Fujian-Ningxia) cooperation: from one-way poverty alleviation assistance to win-win cooperation. Ningxia states that the transformation and upgrading of poverty alleviation assistance can be achieved by undergoing “three
    changes”: first, change from the government-oriented mode to corporation or society-oriented mode which is guided by the government; second, change from the one-area poverty alleviation cooperation to comprehensive cooperation in the field of economy, society and ecology; third, change from the counterpart-region collaboration with Fujian Province to cross-level region cooperation.

    3. Guangxi earmarked RMB 428 million of public fund for poverty alleviation in 2014 to support a new round of poverty alleviation work. The distribution and use of this financial fund for poverty alleviation show several features such as delegation of power, highlight of priority and transparency.

    6. Xi’an strongly promotes five projects for poverty relief and development. The general guideline of Xi’an City is to innovate and reform the existing mechanism, to improve collaborative work, and to strongly promote five projects for poverty relief and development to achieve the final target of lifting poor population out of poverty.The five projects include immigration and resettlement, contiguous village promotion,poverty-relief by industries, capacity enhancement and “linking counties and towns,contracting villages”.

    7. Hainan will build archives for poor population and eradicate extreme poverty in rural areas by 2020. According to the principle of county as unit, scale control, graded responsibility, accurate identification and dynamic management,
    Hainan Province builds archives for every poverty-stricken village and household, and analyzes the root of poverty and formulates helping measures for every village and household, so as to take concrete deeds to help those really in need and alleviate poverty in a stable pace within the time limit.

    8. Xinjiang implements the new mechanism for the precise poverty alleviation, regarding archive building, one policy for one village, one measure for ne household as the emphasis of poverty-relief work. At present, 2.6 million people in
    700,000 poverty-stricken households are put into archives in the autonomous region,making up 20.7% of the total population of all the villages in that region. 3,029 poor villages build their own archives, accounting for 34% of the total administrativevillages in that region.
