    5. The Ministry of Education will implement three measures to increase the number of students in poor rural areas to attend key universities this year, which is expected to be increased by over 10% from last year. These measures include: a special plan for key universities to expand directional enrollment in poor rural areas; a separate enrollment for rural students; and a special plan for local key universities to enroll rural students.

    6. Minquan County took the initiative to guarantee the implementation of Bounty Plan. The Agriculture Office of the county focused on providing integrated training in the earlier, medium and later stage: to plan and inspect work before the
    training, to guide and coordinate during the training, and to offer management and services after the training. As a result, the office handled the problems efficiently and provided job opportunities for trainees, which offered a reliable source of human resources for employing units.

    7. Linyi launched microloan policies to encourage startups, providing aid to 7,770 citizens.     8. Shandong Province launched special audit on poverty funds in 13 cities. Targeted at 13 cities and 13 affiliated counties which are listed as the key poverty-stricken areas in the provincial Twelfth Five-Year Plan, the audit will fully examine the poverty funds allocated by financial budget at local or beyond provincial level from 2011 to 2013, which aims to figure out the revenue and expenditure scale of poverty funds and project arrangement of these regions over the past three years.
