State and Ministerial Policy News:
Minister of Agriculture: strengthen poverty alleviation efforts through agricultural industrialization to help farmers increase their income. Han Changfu, Minister of Agriculture, pointed out during his research in Shaanxi Province that agricultural departments at all levels should vigorously transform the mode of agricultural development, adjust the agricultural structure, strive to realize poverty alleviation through agricultural industrialization, tourism as well as relocation of people, and steadily promote the development of featured agriculture, eco-agriculture and recycling agriculture, so as to help farmers in impoverished areas shake off poverty and lay a solid foundation for the construction of a moderately prosperous society in an all-round manner.

Deputy Director of The State Council Leading Group Office of Poverty Alleviation and Development (LGOP): the exchange and cooperation in poverty alleviation between China and Africa, which allows us to share experiences in poverty alleviation, is one of the main contents of further enhancing China-Africa community of common destiny. Hong Tianyun, Deputy Director of The State Council Leading Group Office of Poverty Alleviation and Development (LGOP), pointed out during his meeting with Amin Mourad Meleika, Deputy Ambassador of Egypt Ministry of Foreign Affairs in charge of East Asia affairs, that China and Africa are all developing countries and therefore are faced with the same tasks of poverty reduction, improving people’s well-being and realizing common prosperity. Strengthening the exchange and cooperation in poverty alleviation and sharing experience in poverty alleviation for common development is one of the major contents of further enhancing China-Africa community of common destiny. Amin hoped to gain an in-depth understanding of China’s economic and social development as well as to draw on China’s poverty alleviation experiences, so as to further promote the exchange and cooperation between China and Africa in terms of poverty alleviation and development.

Gansu Province: give full play to the unique advantage of Provincial People’s Political Consultative Conference so as to put the targeted poverty alleviation policy into practice. Wang Sanyun, Secretary of Gansu Provincial Party Committee attended the monthly consultative conference held by Gansu Provincial People’s Political Consultative Conference and put forward suggestions on targeted poverty alleviation efforts. Wang Sanyun emphasized that we need to exploit advantages to the fullest, emphasize accurate case selection, adhere to problem-based orientation and strengthen the application of past experiences. In this way, the whole province would become more united, more determined and more proactive in promoting targeted poverty alleviation, and the effective implementation of targeted poverty alleviation policies would thus be guaranteed.

Shenzhen and Taxkorgan Tajik Autonomous County signed the 2016-2015 Cooperation Framework Agreement on Targeted Poverty Alleviation. Futian District, Shenzhen, strives to achieve targeted poverty alleviation through linking work at selected spots with work in the entire area, which included guaranteeing the basic livelihood and well-being of people, promoting entire-village advancement in pilot villages as well as adopting household-specific and individual-specific methods. One hundred million yuan worth of fund will be granted within five years to help 13,000 impoverished people from Taxkorgan Tajik Autonomous County, Kashi Prefecture, Xinjiang Uygur Autonomous Region.

The enrollment rate of handicapped children and impoverished students at Lishui District, Nanjing City has reached 100%. A series of measures taken by Lishui District, Nanjing City guaranteed the steady progress in promoting fair education. Those measures are as follows: striving to make the enrollment rate of compulsory education reach 100%; improving the conditions of poor rural schools step by step; issuing subsidy coupons to poverty-stricken students so that no one will drop out of school due to poverty; offering a special integrated education mode-“education-training-employment”- so that all handicapped children can gain equal access to education and therefore make a living by themselves.

Subsidy for poor students worth 1.31 million yuan was granted by Naqu County, Tibet Autonomous Region. At the special session held by Naqu County, it was decided that the county government and county education bureau shall grant 1.31 million yuan worth of subsidy at the ratio of 6:4 so as to guarantee the enrollment of poor college students.

A total of 15.6 million yuan fiscal expenditure has been allocated by Shanxi Province to support the basic surveying and mapping measures in impoverished counties. During the process of basic surveying and mapping, Shanxi Province implemented the incentive mechanism of “substituting subsidies with rewards”, conducting subsidy measures in distant regions, old revolutionary base areas, and areas inhabited by ethnic minorities. A total of 15.6million yuan fiscal expenditure has been granted to facilitate the basic surveying and mapping of impoverished counties in Shanxi Province since 2006.

Chongqing Municipality will ensure that rural basic financial service cover 1,919 poverty-stricken villages by 2017. On September 17, Chongqing Banking Regulatory Bureau released news that Chongqing will make sure that full coverage of rural basic financial service be achieved in 1,919 poverty-stricken villages by 2017. By the end of 2017, the construction of rural basic financial service system covering poverty-stricken districts and counties as well as villages will be completed.

Public Poverty Alleviation and Charity News：
 “The one-million worth project of poverty alleviation through medical aid” kicked off at Lankao County, as a result of the concerted efforts by the central hospital of Lankao County and the township health center. According to the project, county and township medical institutions shall raise at least one million yuan to help those who fall into poverty due to illness. Meanwhile, five health-worker teams will be organized by the Lankao central hospital to select households who are impoverished due to illness and those with left behind children, women and elderly people who live in hardship because of illness, and offer special funding and assistance to them.

One hundred poor middle school students received subsidies from the Overseas Foundation for Poverty Alleviation of Jiangxi Provincial People’s Political Consultative Conference. The Overseas Foundation for Poverty Alleviation of Jiangxi Provincial People’s Political Consultative Conference financed poor students to go to school. Each of the 100 students will receive 2,000 yuan, totaling 200,000 yuan. Besides, since 2015, the foundation has donated 110 pairs of hearing aids to 100 hearing-impaired people with disabilities and 10 hearing-impaired students. At the same time, it has also donated 100 pairs of reading glasses and 100 pieces of cotton clothes to 100 poor elderly people.

The subsidy-granting ceremony “Realizing Your University Dream” was held in Kunming on September 15th. The fund raised by the public welfare project “Realizing Your University Dream” in Yunnan Province has totaled 187 million yuan and about 57,000 poor students have received help and realized their university dream. This year, 700 poor freshmen were granted one-off subsidies, each one receiving 5,000 yuan, the total sum of the subsidy reached 3.5 million yuan.
