    State and Ministerial Policy News:
    Xi Jinping: China will offer 100 poverty alleviation programs to developing countries in the next five years. On September 26th, President Xi Jinping chaired the High-level Roundtable on South-South Cooperation co-hosted by China and the UN at the UN headquarters in New York. Xi announced that in order to assist developing countries with their economic development and improvement of people’s livelihood, China will offer 100 poverty alleviation programs to developing countries in the next five years, together with 120,000 opportunities for training in China, 150,000 scholarship opportunities for 500,000 professional technicians. China will also establish an academy for South-South cooperation and development, and provide cash assistance of 2 million US dollars to the World Health Organization.

    The State Council Leading Group Office of Poverty Alleviation and Development signed a cooperative agreement with Suning Commerce Group Co Ltd., a renowned domestic retailer of electronic appliances, to open 100 stores in 100 impoverished counties. On September 25th, the Leading Group Office signed a strategic cooperative agreement on poverty alleviation by e-commerce in rural areas with Suning Commerce Group in Beijing. According to the agreement, the two parties will carry out cooperation in four aspects, including the two hundred demonstration projects of poverty alleviation by e-commerce, O2O exhibition and sales section exclusive for poverty alleviation by e-commerce, the 10•17 shopping festival for poverty alleviation, and the cultivation of e-commerce talents in rural areas. Besides, 100 Suning stores will be opened in 100 impoverished counties. According to rough estimation, about 104 impoverished counties over the country and over 2.34 million impoverished rural households will benefit from this agreement.

    Local Poverty Alleviation News: 
    In Sichuan Province, ten targeted plans on poverty alleviation were released, aiming to push forward the steady progress of lifting impoverished people out of poverty. The ten plans, including the Targeted Poverty Alleviation Plan on Infrastructure Construction of Sichuan Province, mark the official publication of operation manual for poverty alleviation in Sichuan, which is at a crucial stage. The ten targeted plans involve poverty alleviation by infrastructure, industrial development, ‘New Village’, education and employment, ecological construction, medical treatment and public health including family planning, poverty alleviation and benefits brought by cultural construction, social security, social assistance, and financial assistance, etc. The plans involve every aspect of poverty alleviation in Sichuan Province, and they will comprehensively push forward the steady progress of lifting impoverished areas and people out of poverty and accelerate the pace of poverty alleviation in Sichuan towards building a well-off society in an all-around way.

    In Guangxi Autonomous Region, another 3,500 major secretaries have been sent to local villages for poverty alleviation. To lift all people out of poverty as scheduled, another 3,500 major secretaries have been sent to local villages for poverty alleviation in Guangxi, and all of the secretaries will have been in place by early October. Among the third batch of 3,500 secretaries, 699 were sent by organizations directly subordinate to Guasngxi Autonomous Region or the Central Committee, 608 among whom are under the age of 45, taking up 86.9%; 640 are with a bachelor degree or above, taking up 91.6%; 253 are with a master degree or above, taking up 36.2%, including 12 PhDs and 37 selected graduates.

    In Bazhong City, Sichuan Province, over 3,000 ethnic minorities have been lifted out of poverty through targeted poverty alleviation. From 2011 to the end of June, 2015, nearly 500,000 people in Bazhong City have been lifted out of poverty as a result of the targeted poverty alleviation project. Among them, 3,018 people are ethnic minorities, taking up 52.4% of all impoverished ethnic minority population of the city. Three measures taken by the Bazhong City proved to be extremely effective in its targeted poverty alleviation efforts. The first is to establish a document to include every household and every citizen on record. The second is to dispatch 808 working teams to local villages to be in charge of specific tasks of poverty alleviation. The third is to draw up a plan for each household according to their specific conditions.

    In Hohhot, capital of the Inner Mongolia Autonomous Region, subsidy for heating coals, over 140 million yuan will be provided to 239,000 impoverished rural households. According to the Notification on Better Supplying Low-income Rural Households with Coals for Heating released by the Hohhot government, low-income rural households will receive subsidy for heating coals so that they can have a warm winter. According to the plan, 143.4 million yuan subsidy will be distributed to 239,000 impoverished rural households, among which 43.02 million yuan will be subsidized by the Autonomous Region government, 67.61 million yuan by the city government, and the rest by county or district level government. Each household will get a subsidy of 600 yuan every year.

    Public Poverty Alleviation and Charity News:
    The Rural Education Project by Bentley has been launched to provide financial aid to impoverished students so that they can complete their education. According to the project, 10 Bentley self-improvement classes will be set up from 2015 to 2017, which will assist 500 impoverished high school students to finish their study. Besides, from 2018 to 2021, Bentley will also aid 50 students from its self-improvement classes who get enrolled into college in terms of their tuition and living expenses. The first batch of students should be selected from ten impoverished counties in four provinces as follows, Anhui, Sichuan, Hebei and Yunnan.
