    Xi Jinping: we should never forget that millions of people are suffering from poverty, injustice and ignorance. On the occasion of the 70th anniversary of the world anti-fascist war and foundation of the United Nations, Chinese President Xi Jinping delivered his first speech at the United Nations, in which he said that “we should never forget that millions of people are suffering from poverty, injustice and ignorance.” Xi Jinping announced China’s foreign aid plan later at the series summit of the 70th anniversary of foundation of the United Nations, including: providing 100 poverty alleviation programs to other developing countries, conducting 100 “Happy Campus Projects” and funding impoverished girls to get the chance to go to school so as to raise the enrollment rate of girls.

    Local Poverty Alleviation News: 
    A total of 40,000 impoverished people in Menyuan Hui Autonomous County, Qinghai Province benefited from targeted poverty alleviation program. Since the 12th Five-Year Plan was implemented, Menyuan Hui Autonomous County formulated poverty alleviation plans, conducted poverty alleviation programs and made sure that fund was delivered to households and adopted household-specific measures in its targeted poverty alleviation efforts, benefiting over 40,000 poverty-stricken people in total. In 2014, Xiadatan Village, Menyuan County carried out targeted poverty alleviation through financial loan, an innovative move issuing loans totaling 5.45 million yuan to 126 households of farmers and herdsmen. By the end of July, 2015, a loan worth 72.295 million has been issued to 3,805 households of farmers and herdsmen in Menyuan Autonomous County and a fund worth 112.8029 million yuan has been allocated to all kinds of poverty alleviation and development programs.

    Sichuan Provincial Department of Land and Resources formulated ten measures .to support poverty alleviation in destitute areas. Sichuan Provincial Department of Land and Resources will lend special support to destitute areas to help them with land management, geological survey, exploitation of mineral resources, prevention of geological disasters and protection of geological environment. The ten measures indicate support in three dimensions: first, policy support, which is to create favorable conditions for poverty-stricken areas in terms of land and resources management policy and pilot reform policies; second, project investment support, including land consolidation projects, geological exploitation fund and projects of searching water through well drilling in hydatid-disease-endemic area; third, adopting preferential measures in destitute areas and handling special cases with special methods to guarantee that land demand is met in poverty alleviation.

    Initial progress of poverty alleviation through finance has been made in Tibet and three other provinces including Qinghai, Gansu, and Yunnan. The joint coordination mechanism of poverty alleviation and development among Tibet, the Tibetan regions of Qinghai, Gansu and Yunnan, which was established under the lead of Xining center branch of People’s Bank of China, has made initial progress, and the number of people benefiting from it has been significantly increased. By the end of the second quarter of 2014, the sum of refinancing in Tibet and the Tibetan regions of Qinghai, Gansu and Yunnan was 5.12 billion yuan, with a year-on-year increase of 1.15 billion yuan. In 2014, the sum of supportive loan reached 5.7 billion yuan, with a year-on-year increase of 600 million yuan, of which the balance of guaranteed small-sum loan designed to boost employment through entrepreneurship was 850 million yuan.

    Hebei Province: the minimal assurance standard in rural areas will be lifted above the poverty line. On October 6th, “Notice of the Readjustment of Provincial Minimal Assurance Standard in Rural Areas” was distributed to supervise the realization of higher rural minimal assurance standard so that the urban and rural minimal assurance standard of Hebei Province can be raised in abreast with the national average level. Now, Hebei Province’s average urban and rural minimal assurance standards stand respectively at 437 yuan per month and 2,587 yuan per month, lower than the national average level of 428 yuan per month and 2,947 yuan per month.

    Old-age service subsidy in Hunan Province will cover half of the disabled senior citizens this year. On October 6th, “Notice of Establishing and Improving the Basic Old-age Service Subsidy System” was issued by Hunan Provincial Department of Finance, Department of Civil Affairs and the Provincial Working Commission on Aging. According to the plan, the coverage rate of basic old-age service subsidy will reach over 50% by the end of 2015; and will rise to over 70% in 2020. It will eventually cover all eligible senior citizens.

    Xiangyang, Hubei Province conducted poverty alleviation through market, a new method designed to solve the problem of returning to poverty at fixed points. In the new round of poverty alleviation, it has been decided that 112 income generation programs will be launched in 78 villages and enterprise investment budget will reach over 80 million yuan. Since 2013, the focus of poverty alleviation of Xiangyang Municipal Government has been shifted to enhance impoverished people’s ability to access the market. Over the past two years, 78 enterprises in Xiangyang City invested over 56 million yuan and set up 50 industrial projects in poverty-stricken villages, thus helping 12,000 impoverished people shake off poverty.

    A total of 903 preschool children in Yiliang County, Yunnan Province received education aid. Recently, Yiliang County, Yunnan Province issued the 2015 fund worth 270,900 yuan for preschool children, helping 903 impoverished children go to school, covering 13 central schools and 16 kindergartens of 15 villages and towns belonging to Yiliang County. According to the report, preschool children from low income families (including preschool children in township schools where there are no kindergartens) are targeted recipient of this preschool education aid.

    More than 70 rural households in Xinfeng County, Jiangxi Province installed solar photovoltaic power generators, accelerating the pace of poverty alleviation. In recent years, the project of poverty alleviation through developing photovoltaic (PV) has been vigorously promoted by Xinfeng County and all the eligible rural households are equipped with solar photovoltaic power generators, thus solving the problem of household power supply of impoverished households with surplus power sold to state grid to increase the income of impoverished people, accelerating the pace of poverty alleviation. Currently, over 70 rural households have installed solar photovoltaic power generators, which can generate more than 3,000 KWh each year and create an extra income of over 3,000 yuan for impoverished farmers.

    Bayang Town in Yunyang County, Chongqing Municipal: the training of agricultural and animal breeding techniques is introduced to villages to empower farmers to shake off poverty. Bayang County carried out more than 10 household-specific and village-specific agricultural technology trainings and promotion activities with different themes tailored according to different causes of poverty. So far, there are two more sheep breeders and two more pig breeders, 1,000 more boxes of hives and two newly established fruit cooperatives, two agricultural machinery cooperatives, one vegetable cooperative and 20 more large-scale growers with an increase of farmland over 10 mu (0.67 ha).

    The “Showyes Project” will sponsor 500 poor students from Daliangshan. On October 7, “The Voice of the Youth—The Realization of Dream by Showyes through One-Help-One Education Aid Activity” launched by China Social Welfare Foundation will be implemented at Sichuan Sheng (Sichuan Provincial) Dang An School, aiming at sponsoring 500 poor students from Daliangshan and delivering education aid to eligible poor students. It is learned that “Showyes Project” plans to help poor students to finish school with a diploma and strengthened ability through a five-year “cultivation of knowledge and skills” training mode.

    Sinopec has provided a total of 260 million yuan aid to Tibet over the past 13 years. Over the past 13 years from 2002 to 2015, Sinopec has sent 14 cadres in seven batches to aid Tibet and helped Tibet finish 117 construction projects and delivered financial aid totaling 260 million yuan to Tibet. Sinopec also helped Tibet to purchase solar lighting equipment to meet the need of local herdsmen, benefiting 5,328 households.
