POVERTY REDUCTION BRIEFING 2015-XXX

State and Ministerial Policy News:
    According to Suggestions on the 13th Five Year Plan, rural impoverished population under the current poverty line should be lifted out of poverty and no county shall suffer from poverty by the end of 2020. Till 2020, the phenomenon of regional poverty shall be eliminated. On November 3, Xinhua News released CPC Suggestions on the 13th Five Year Plan for National Economic and Social Development. According to the Suggestions, rural impoverished population under the current poverty line should be lifted out of poverty and no county shall suffer from poverty by the end of 2020. Till 2020, the phenomenon of regional poverty shall be eliminated. Furthermore, liability system shall be adopted in poverty reduction. Assessment of poverty reduction shall be emphasized, especially in poor counties, assessment shall be focused on the progress of poverty reduction. The central and provincial government shall increase investment on poverty reduction in order to make policy-based finance and commercial finance complement each other. In this way, all kinds of resources can be pooled together. Besides, new finance sources should be developed to support poverty reduction.

The investigation group of the Central Committee of the Communist Youth League of China conducted poverty alleviation investigations in Shanxi Province. On Nov. 5th, the investigation group of the Central Committee of the Communist Youth League of China conducted poverty alleviation investigations in Shilou County and Lingqiu County in Shanxi Province. The committee sent over 30 members of China Association of Young Rural Entrepreneurial Leaders to Lingqiu County for investigations and exchanges. Xu Xiao, Secretariat of the Central Committee of the Communist Youth League of China pointed out that further carrying out poverty alleviation and development is an important feature of socialism with Chinese characteristics, an indispensable part of building a moderately prosperous society in an all-round way, and a crucial way to improve the relationship between the Party and people, and between cadres and people.

Local Poverty Alleviation News: 
Hubei Province plans to invest 80 million yuan in the next four years to carry out “poverty alleviation through the development of agritainment” program. Since 2016, Hubei Province will allocate 20 million yuan annually to aid 37 poverty-stricken counties and encourage the impoverished people to start their own business and get employed in local areas. Since 2009, Hubei Province has been carrying out “poverty alleviation through the development of agritainment”program. A total of 320 million yuan was allocated to aid 32,000 agritainment startups, creating nearly 400,000 jobs.

     Guiyang City of Guizhou Province plans to eliminate absolute poverty by the end of this year. 124 out of 150 poverty-stricken countries in Guiyang City have reached the standard of “shaking off the shackles of poverty” by the end of September 2015. Among 14,400 targets for rural poverty alleviation, 12,513 people have shaken off poverty and made an annual average income of 3,028 yuan or more. It is estimated that absolute poverty can be eliminated in Guiyang by the end of this year.

Shanxi Province will invest 1.876 billion yuan to boost education development in poverty-stricken areas. Shanxi Provincial Department of Finance has earmarked a fund of 1.876 billion yuan for the improvement of compulsory education in its rural areas. Among the 1.876 billion yuan, 993 million yuan will be used as special funds for the improvement of basic education conditions in poverty-stricken areas; 480 million for school repair and renovation project; 186 million is subsidized by central government; 122 million yuan will be used to support the Specially Contracted Teacher Plan; and 95 million yuan will be used as subsidy for teachers in rural areas.

A total of 360 thousand people in Chongqing Municipality was lifted out of poverty during the 12th Five Year Plan. Rural poverty-stricken population in Chongqing Municipality kept decreasing during the 12th Five Year Plan, and absolute poverty was basically eliminated. According to the standard for poverty alleviation, people with an annual average income of 2,300 yuan (constant price in 2010) are seen as poverty-stricken population. This year, a total of 360 thousand people got rid of poverty, decreasing from 2.02 million people to 1.659 million in 2014. The poverty incidence rate also dropped from 8.1% to 7.1% in 2014.

Public Poverty Alleviation and Charity News：
   State Grid will provide support of electricity for poverty alleviation. By September 9, 2015, State Grid has invested an accumulative sum of 38.1 billion yuan, enabling 7.5 million people from 1.92 million households to get access to electricity, which marks the accomplishment of its mission of making electricity available to every household. As the program of grids reform and update was accelerated in rural areas, the problem of low voltage that used to bother 3.61 million households has been settled. According to the plan of State Grid, the number of households benefiting from this program will reach 5.05 million by the end of 2015.
