POVERTY REDUCTION BRIEFING 2015-XX

    State and Ministerial Policy News:
    Wang Yang stressed the importance of upholding the strategy of poverty alleviation with targeted measures to accomplish the tasks of poverty alleviation. Chinese Vice Premier Wang Yang addressed the sixth plenary meeting of China's State Council Leading Group of Poverty Alleviation and Development in Beijing on July 25, stressing the importance of studying and implementing General Secretary Xi Jinping’s important instructions on poverty alleviation and goals set out by Premier Li. Wang pointed out that we should be fully aware of the arduousness and importance of poverty alleviation, center on poverty alleviation with target measures, carry out special policies and measures to ensure that the goal of poverty alleviation shall be met and that poverty alleviation efforts will benefit all poverty-stricken areas and people.

    The central government allocated 13.89 billion yuan as poverty alleviation fund to support poverty alleviation and development in poor rural areas. In 2015, the central government implemented the Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020) and planned to allocate 46.09 billion yuan as poverty alleviation fund to support poverty alleviation at all levels, increased by 8% compared with the previous year. The fund includes: 37.01 billion yuan as development fund, 4 billion yuan as development fund for ethnic groups, 4.1 billion yuan for the work for welfare program, 300 million yuan for the development of the “Three Xi Areas” (namely, Xihaigu in Ningxia, and Hexi Corridor and Dingxi in Gansu), 420 million yuan for poor state-owned forest farms, and 260 million yuan for poor state-owned farms. So far, allocation of this year’s fund for poverty alleviation has been completed.

    The central government allocated 900 million yuan public welfare fund raised from lottery sales to old revolutionary base areas to support poverty alleviation and development. The fund will be used for poverty alleviation and development, focusing on small-scale production infrastructure development and the improvement of production and living conditions in poverty-stricken villages, so as to help people increase production and become prosperous. Since the “12th Five Year Plan”, the central government has allocated a total of 5.025 billion yuan public welfare fund raised from lottery sales to old revolutionary base areas for poverty alleviation and development, which improved infrastructure and the image of these areas, promoted industrial development and helped people shake off poverty and become prosperous. Such efforts had been well-received among local governments and people.

    Local Poverty Alleviation News: 
     
    In 2015, 600,000 people were lifted out of poverty in Liaoning Province, as confirmed by the provincial party committee and provincial government. It is estimated that this year, 445 million yuan special fund for poverty alleviation from the state will be allocated, increased by 70 million yuan, or 18.8% compared with the previous year. The amount of fund from the central government is estimated to be 97 million yuan, increased by 26.6%. Meanwhile, the poverty alleviation contact system continues to be carried out. Currently, 20 provincial authorities are in contact with 20 counties and districts to give guidance for local poverty alleviation. Furthermore, 248 provincial designated units are organized to help with poverty alleviation in 245 poverty-stricken townships and towns.

    Last year, 23,000 people were lifted out of poverty in Lhasa, Tibet. Lhasa had made solid progress in poverty alleviation for farmers and herdsmen through means of innovative poverty alleviation mechanism and strengthening poverty alleviation efforts. In 2014, 220 million yuan was allocated as poverty alleviation fund; annual growth rate of per capita disposable income of farmers and herdsmen reached 16.63%, making the growth rate remain over 10% for a consecutive 12 years. During 2011 and 2013, 56,873 people were lifted out of poverty; in 2014 alone, 23,000 people were lifted out of poverty.

    Public Poverty Alleviation and Charity News:
    E-commerce has become a new approach for farmers to increase income. Promoting e-commerce in rural areas is an important part of the “Internet+Circulation” program proposed by the Ministry of Commerce. The central government has allocated 3.7 billion yuan as program fund to 200 counties in 26 provinces, mainly in central and western parts of China in order to set e-commerce model programs in rural areas. Old revolutionary base areas and poverty-stricken areas are key areas for the program.

     “Siyuan Sunshine Venture Fund” was established to help 10,000 college students from low income families to start their own business.  China Siyuan Foundation For Poverty Alleviation used 10 million yuan donation from Changzhou Trina Solar Limited to set up the “Sunshine Venture Fund” to help with the development of college students from low income families by means of free training and assistance in starting business. The first phase of the project will last for 5 years, during which an open and free internet school will be created to help students start their own business in the photovoltaic industry and improve the conditions of their families.
