POVERTY REDUCTION BRIEFING 2015-XVI

State and Ministerial Policy News:

President Xi Jinping emphasized the goal of lifting impoverished people out of poverty by 2020 at a symposium on poverty relief and socio-economic development during his inspection on the poverty alleviation work in Guizhou Province. At the symposium focusing on the contiguous destitute areas of Wuling Mountain, Wumeng Mountain, Yunnan Province, Guangxi Zhuang Autonomous Region and Guizhou Province, Xi stressed that the “13th Five-Year Plan” is a crucial period for realizing the goal of establishing a well-off society in an all-around way, and the most arduous task for comprehensively building a well-off society lies in the rural areas, especially the impoverished ones. Therefore, in order to achieve the goal of lifting impoverished people out of poverty by 2020, Party Committees and governments at all levels should make good use of this period, make up for shortcomings and strive for a scientific poverty relief plan. In addition, President Xi put forward four specific requirements to vigorously promote the work of poverty relief.

Liu Yongfu, Director of the State Council Leading Office of Poverty Alleviation and Development, attended the meeting on targeted poverty alleviation in Gansu Province. This meeting marked a new phase of poverty relief in Gansu Province. During the meeting, Liu stressed that currently we should thoroughly study and implement President Xi’s strategic thinking on poverty alleviation and development, and fully apply the decisions and arrangements made by the Central Committee and the State Council. Liu pointed out that policies should be made according to actual conditions in Gansu Province, and that the Leading Office will actively assist Gansu in this campaign against poverty. Before the meeting, Gansu government had formulated Opinions on Firmly Pushing Forward Targeted Poverty Alleviation by the CPC provincial Committee and People’s Government of Gansu Province. Seventeen supportive documents were also released.

Local Poverty Alleviation News:

Ganzhou City of Jiangxi Province attached great importance to people’s livelihood and assisted old revolutionary bases with targeted poverty alleviation measures. In recent years, the Party Committee and the government of Ganzhou made targeted poverty alleviation as the “No.1 Project”. With collective efforts of government officials and people, a series of effective measures have been taken to boost the internal power and development vitality of the impoverished areas. From 2011 to 2014, the number of impoverished people in Ganzhou decreased from 2.15 million to 1.05 million, and per capita net income of rural residents increased from 4,182 yuan to 6.946 yuan.

In the past four years, 4.4 million people were lifted out of poverty in Yunnan Province. Furthermore, Yunnan aims to eliminate absolute poverty by 2020. The Provincial Leading Office of Poverty Alleviation and Development of Yunnan Province introduced its poverty alleviation progress since the “12th Five-Year Plan” during a press conference. In the past four years, Yunnan Province has allocated an accumulated total of 18.318 billion yuan as special fiscal fund for poverty alleviation. The number of impoverished people in rural areas has decreased by 4.4 million. Yunnan Province now aims at solving the poverty issue that presently faced by  5.74 million people and eliminating absolute poverty by 2020.

Li Jinbin, Acting Governor of Anhui Province, pointed out when inspecting the poverty alleviation work in Dabie Mountain area that remarkable achievement has been made and development in recent years, but there is still much work to be done. Li stressed that Dabie Mountain area is an important targeted area for poverty alleviation in Anhui Province. Presently, the economic and social development is progressing with good momentum, but we should thoroughly study and implement the essence of President Xi Jinping’s speeches, continue to take targeted measures to push forward poverty alleviation and strive for victory in fighting against poverty in Dabie Mountain area within the limited time period.

Changde allocated 6.52 million yuan from its fiscal fund to support the construction of healthcare clinics in its 300 impoverished villages. According to reports, the fund is mainly used for awarding qualified clinics which were newly built or renovated in 2014. Such measures will significantly improve the building of healthcare clinics and enhance the level of medical service in impoverished areas.

Public Poverty Alleviation and Charity News：

Beijing Normal University plans to enroll 33 students for non-normal majors, and implements a special enrollment plan to enroll 13 financially disadvantaged students in Shaanxi Province this year. Beijing Normal University plans to enroll 33 students for non-normal majors, and adds 13 financially disadvantaged students to its enrollment plan in Shaanxi this year. According to a BNU enrollment representative, among the newly added 13 students, 4 will be arts students, and 9 science students. All of them will be entitled to enjoy free education and get enrolled ahead of schedule.
