POVERTY REDUCTION BRIEFING 2015-IV

    State and Ministerial Policy News:

    1. The CPC Central Committee and the State Council have recently issuedOpinions on Deepening Reform and Innovation and Accelerating Agricultural Modernization”, calling for rigorous promotion of poverty alleviation in the rural areas through development and quickening the speed of lifting rural poor people out of poverty.

    We should focus on contiguous destitute areas, increase inputs and efforts and speed up the implementation of poverty alleviation plans for these areas so as to win the poverty alleviation and development battle.

    2. Liu Yongfu, director of Leading Group Office of Poverty Alleviation and Development (LGOP) met with the delegation of Cambodian People’s Party. Director Liu pointed out that although China had made remarkable achievements in poverty alleviation, with 200 million impoverished people, poverty reduction remained an important and tough task. China will further work out policies and measures to win the poverty alleviation battle. Director Liu expressed China’s willingness to strengthen exchange and cooperation with Cambodia in reducing poverty, so as to jointly advance poverty alleviation and improve people’s livelihood in Asia.     praised China’s achievement in poverty reduction through development and hoped to strengthen exchange and cooperation with China in the aforementioned areas.

    3. China Charity Federation’s “Chunli Sunshine Program” was officially launched in Sichuan Province recently, which provides free joint prosthesis for poor patients with severe hip or knee joint problems. The program aims to help relieve pain and the burden of medical cost on impoverished patients.

    4. During the Spring Festival, Charity Federation of Shenyang City and Liaoning Province jointly launched “2015 Philanthropy Warming One Thousand Families” program, sending festive materials and goods worth 540,000 yuan to 2,700 impoverished families in Shenyang. Shenyang Charity Federation will also give shopping cards worth 400,000 yuan to these families as assistance.

    5. In 2015, Chongqing City will carry out 10 targeted poverty alleviation projects including sending cadres to live in poor villages, reducing poverty through e-commerce and providing vocational education and training, so as to lift 300,000 people and 140 villages out of poverty. Targeted poverty alleviation mainly involves targeted identification of the poor, targeted assistance and targeted management.Chongqing Office of Poverty Alleviation and Development is going to establish information management system of poverty alleviation targets to conduct dynamic management, distinguish between the poor and those who have already got rid of poverty so as to make sure the information of poverty reduction targets is true and reliable.

    6. The implementation of Health Anti-poverty Project in poor villages will become a new norm of Guangdong Province’s poverty alleviation efforts. After learning about villagers’ health conditions and demands and asking about their treatment and other related problems, Li Feng, secretory-general of Guangdong Provincial government and director of Guangdong Provincial General Office commented that implementing Health Anti-poverty Project in poor villages was indeed beneficial for the villagers while he was in the campaign of providing free medicine, medical consultation and diagnosis launched by China Association of Poverty Alleviation & development. YanXueliang, vice secretory-general of Guangdong government, held that Health Anti-poverty Project is a good experience and should be implemented in the whole province.

    7. Hainan Province will lift 80,000 people out of poverty and further poverty alleviation and development in 60 poor villages. According to the report on Hainan Poverty Alleviation and Development Conference on February 5 th , Hainan government has helped 95,700 rural people get rid of poverty in 2014, thus overfilling the quota of lifting 90,000 people out of poverty.

    8. The innovation mechanism of Ningxia Hui Autonomous Region promoted the battle of lifting one million people out of poverty. In 2014, centering on building new and beautiful villages, all departments of Ningxia government and non-governmental sectors helped 500 key poor villages get rid of poverty through scientific poverty reduction programs in a planned and all-round way, allocated over 7 billion yuan, lifted 100,000 people out of poverty, removed 100 villages from poverty alleviation list after careful investigation and built 20 poverty alleviation model villages.

    9. Hainan Province will admit 4,000 more high school students and allocate 710 million yuan to improve school conditions in poor areas. In 2015, Hainan’s education system will improve the conditions of compulsory education schools in all-round way in poor areas, basically achieve full coverage of public township kindergartens; build,renovate and expand a number of high schools.

    10. Ulanqab City will allocate over 3.5 billion yuan as poverty alleviation and development fund to enable 100,000 people to live securely above the poverty line in 2015. The fund includes 534 million yuan as special fund for scientific and planned poverty reduction programs, poverty alleviation project through finance and poverty reduction through relocating the poor, 1.16 billion yuan as integrated fund, 1.7 billion yuan for reducing poverty through granting loans, and 200 million yuan from non-governmental sectors.
