The target of reducing poverty population by 10 million in 2014 has been exceeded. The report on the work of the government in 2014 puts forward the goal of reducing rural impoverished population by over 10 million. According to a sampling survey conducted by National Bureau of Statistics on 160,000 households in 31 provinces (districts and cities), 70.17 million rural people lived below the poverty line of 2,300 yuan (annual average income per capita, based on the constant price in 2010) in 2014, lowered by 14.9% or 12.32 million in comparison with 2013; poverty incidence rate was reduced by 7.2%, lowered by 1.3% compared with 2013.

Dalian City, Liaoning Province launched a new round of “Whole Village Poverty Alleviation Program”. In line with the requirements of “Opinions on Further Advancing Rural Poverty Alleviation through Development” recently issued
in Dalian, the city’s financial department has decided to grant more than 50 million yuan per year as special funds for whole village scientific poverty reduction programs through development in an all-round way. 128 low income villages in Dalian have been listed as poverty alleviation targets.
